В статье проведен анализ использования принципов и основ управления по результатам и изменениям в Сирии. Показано, что данные процессы, начавшиеся в начале XXI в., были прерваны военными действиями, но возобновились в настоящее время. На основе изучения современных программ и проектов административной реформы Сирии автором выделены проблемы (военно-политический конфликт, санкции со стороны США и стран Европейского союза, изоляция страны) и ограничения (нежелание государственных служащих принимать перемены, слабый контроль реализуемых реформ, отсутствие системного подхода к административным реформам) их реализации, сформулированы мероприятия по повышению эффективности предпринимаемых правительством Сирии действий, а именно: формирование системы ответственности государственных служащих на основе управления по результатам, укрепление тенденции оценки эффективности государственных программ и проектов через центральные органы финансового контроля, разработка практических мер производительности и оперативных планов, укрепление тенденции к использованию компьютерных технологий и Интернета в государственном секторе, постоянный мониторинг реорганизации и реструктуризации на микроуровне в каждом государственном органе и реструктуризации государственного сектора каждые десять – пятнадцать лет.</p></abstract><trans-abstract xml:lang="en"><p>Realizing the necessity to raise the efficiency of state governance resulted in the fact that in the late 20-th century many industrialized and developing countries passed-over to the system of management by results. The article provides the analysis of using principles and basis of management by results and changes in Syria. It is shown that these processes, which started in the early 20-th century, were interrupted by military actions but they resumed now. On the basis of studying current programs and projects of the administrative reform in Syria the author identified problems (military-political conflict, sanctions on the part of the US and EU member-states, isolation of the country) and restrictions (reluctance of civil servants to accept changes, week control over reforms being implemented, the absence of system approach to administrative reforms) of their realization and formulated steps aimed at raising efficiency of Syrian government’s measures and namely: forming a system of responsibility of civil servants on the basis of management by results, strengthening the system of estimation of state programs and projects effectiveness through the central bodies of finance control, designing practical measures of productivity and operative plans, strengthening the trend to using computer technologies and the Internet in the state sector, continuous monitoring of reorganization and restructuring on the micro-level in each state body and restructuring of the state sector each 10-15 years.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>Сирия</kwd><kwd>публичное управление</kwd><kwd>управление по результатам</kwd><kwd>административная реформа</kwd><kwd>эффективность</kwd><kwd>электронное правительство</kwd></kwd-group><kwd-group xml:lang="en"><kwd>Syria</kwd><kwd>public governance</kwd><kwd>management by results</kwd><kwd>administrative reform</kwd><kwd>efficiency</kwd><kwd>e-government</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Balanche F.
