THE DEVELOPMENT OF DEMOCRACY IN PRESENT DAY RUSSIA: SOCIOLOGICAL ASPECT

Abstract

The article analyzes a complicated phenomenon called 'democracy', identifies numerous approaches aimed at finding its genesis and content. According to the author, democracy as an academic category means qualitative characteristics of autonomous space and time functioning and developing historically determined organizational system of self-governing, i. e. a combination of different forms of life-support. Indirectly it can play a political role through proliferation and establishing forced social standards, which implies joint designing, adoption and realization by population of common decisions dealing with people's interests. The author shows that possibilities and means of implementing true government by the people in today's Russia are defined by struggling for such conditions when political substance from the function of isolation and domination passes over to the function of public self-organization and control and power is based on equality of everyone to such laws which are not used as a hypocritical cover of the fact that the poor are deprived of civil rights and the rich can administer arbitrary rule.
