Abstract

The article identifies the most important factors fostering the development of football which are entered in the unique index for 209 country-members of FIFA. The authors used 11 indicators that are divided into 3 groups of criteria: sport achievements, popularity of football, conditions for football development. As a result we can see the conventional approach to assessing the level of football development in the country, identification of bottlenecks in development programs and benchmarking of the best world practices. This index can be used by FIFA and continental football federations to allocate funds.
