Key Trends in Designing Regional Housing Policy in Today’s Russia

Abstract
The article analyzes Russian practice of designing regional housing policy and identified key trends in its development. Topicality of the research is envisaged by the importance of housing sphere for demographic and social and economic development of regions, as well as insufficient study of mechanisms of elaboration of regional housing policy in today’s Russian conditions. As a methodological basis the authors used analysis of regulatorylegal and program documents of federal and regional levels and data of bodies of state statistics and institutes of development. The research showed that regional measures mainly are implemented on the basis of federal programs and national projects, which is connected with decomposition of federal targets and mechanisms of budget cofinancing. The coordination between housing policy and demographic tools of family support is revealed, programs of attracting and retaining labour resources in conditions of current personnel shortage are also mentioned here. At the same time the article studies the impact of the Strategy of spatial development of the Russian Federation through priorities of the Far East support and the development of city agglomerations. As a special trend the article showed elaboration of their own models of housing policy in economically developed regions of Russia in case of their dependence on federal mechanisms of regulation and financing. A conclusion was made that efficiency of housing policy is determined mainly by the degree of its coordination with demographic, labour and spatial priorities of the region development.
