SHAPING THE MODEL FOR COORDINATING MANAGEMENT OF THE NATIONAL INVESTMENT SYSTEM

Abstract

The author has developed basic elements in the structure of the National Innovation System (NIS), which allow to coordinate steps of federal and regional bodies of legislative and executive power and at the same time to ensure adjusted work of the Russian Academy of Sciences, public associations and research organizations of the Russian Federation. The article defines the idea of the innovation lift, which could become a secure research and methodological tool providing coordination between science and business and motivate Russian enterprises to carry out applied research. The author puts forward mechanisms of integrating Russian NIS in the international innovation environment through attracting leading overseas scientists, participation in advanced international innovation programs, conducting highly technological business through Russian finance institutions and institutes of development.
