The mission of the journal is to discuss findings of research, interesting problems in the field of economics, entrepreneurship, theory and practice of management the Russian Federation and abroad.

Open Access Policy

'Vestnik of the Russian Plekhanov University of Economics' is an open access journal from 03.06.2020. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

1. All articles to be published in the ‘Bulletin of the Russian Plekhanov University of Economics’ shall be previously discussed and verified for consistency with the subject of the journal and requirements for manuscript design. The author is responsible for the academic content of his/her article, quotations, references, source identification, as well as for observing copy rights of third persons. Otherwise the article is not accepted for consideration and in this case the author will be notified.

2. If the manuscript meets formal requirements of the journal, the article shall undergo the mandatory bilateral ‘blind’ procedure of reviewing, which is anonymous both for the author and the reviewer. It shall be carried out by experts of the editorial board and an independent expert, as two reviews are necessary. The reviewer’s degree cannot be lower than the author’s one.

3. During the procedure of reviewing special attention should be paid to methodological and methodical factors, analytical and statistical foundation, key theses being advanced, interpretation of findings and other principle conceptual elements of the article.

4. The review shall include the appraisal of the paper quality, detail description of weak and strong sides in methodology and tools and proposals for the text improvement.

5. As a result of reviewing the article can be either rejected or sent to its author for revision or accepted for printing.

6. The editorial board makes a decision concerning publication on the basis of anonymous reviewing, in case of the reviewer’s positive report materials are included in the editorial office ‘portfolio’ for further print. Notification of it is sent to the author by the responsible secretary of the editorial office. If the reviewer’s report is negative the article shall be discussed at the sitting of the ad hoc group of the editorial board, which can make a decision about article rejection or necessity of the extra review by an independent expert.

7. The procedure of article approval takes 1.5-2 months, after which articles are published in regular succession depending on the journal theses.

8. Preparation of the article for printing, which is carried out by the journal editorial office consists of editing and upgrading the text to standards accepted within the frames of the journal. Editorial corrections are agreed upon with the author.

9. Review originals are kept in the journal editorial office for 5 years after article print.

10. Authors are not charged for article reviewing.

 

Indexation

Articles in 'Vestnik of the Plekhanov Russian University of Economics' are indexed by several systems:

  • Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
  • Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

Publishing Ethics

Editorship of the journal 'Vestnik of the Russian Plekhanov University of Economics' is responsible in its approach to the goal of providing academic reputationand does its best to secure the quality of academic publications, at the same timeit is respectful towards the author's position and author's rights, irrespective of his/her status.

In his work the editor bears responsibility for publicizing authors' works,which makes the following principles binding:

While making a decision about publication the editor of academic journalis guided by trustworthiness of data and academic importanceof the work being considered.

The editor must assess intellectual content of typescripts irrespectiveof the race,gender, sexual orientation, religious views, background,citizenship, social standingor political preferences.

Unpublished data obtained from submitted typescripts must not be usedfor private purposesor passed over to third parties without the written consentof the author.Information or ideas gained during reviewing and connected with potential advantagesmust be kept confidential and cannot be usedfor gettingpersonal benefit.

The editor must not allow publication of the information if there are sufficient groundsto think it is plagiarism.

The editor together with the publisher cannot ignore claims concerning typescriptsbeing considered or unpublished materials and in caseof a conflict situation they mustdotheir bestto restore the infringed rights.

The expertdeals with expertise of authors' materials, therefore his/her stepsmust be unprejudiced which implies the following principles:

The typescript received for reviewing must be considered as a confidential document which cannot be passed over for studying or discussing to third parties without necessary authorities from editorship.

The expert must give objective and well-reasoned assess of the research findings. Personal criticism of the author is unacceptable.

Unpublished data obtained from submitted typescripts must not be usedby the expert for personal purposes.

The expert who, in his/her opinion, does not have a high enough qualificationto assess typescript or cannot be objective, for example, due to conflictof interests with the author or organization must inform the editorabout it and ask to exclude him/her from the process of reviewing.

The authorof academic publications must be guided by the following principles:

Authors of articles must provide true findings of research. Faulty or fabricated statements are unacceptable.

Authors must guarantee that research findings provided in submitted typescriptare fully original. Borrowed sections or statements must be supplementedby reference to the author and the source. Excessive borrowingsand plagiarism in any form, including hidden quotations, paraphrasingor appropriation of rights to findings of other people's research are unethicaland unacceptable.

It is necessary to acknowledge the contribution of all people who influencedthe research, for example, authors must give references to workswhich were important for the research.

Authors must not submit to the journal a typescript which was sent to another journal and is being considered or an article which has been publishedin another journal.

All people who made a serious contribution to the research must be namedas co-authors. People who did not participate in the researchmust not be named as co-authors.

In case the author finds serious mistakes or inaccuracy in the articleduring its consideration or after its publication, he/she must inform editorshipabout it as soon as possible.

The journal reserves the right to reject any typescript which was submittedfor publication in case it does not meet the above-mentioned principles.

For convenient distribution and secure realization of the policy of materials' use authors must provide the editor with non-exclusive right of property for their typescript (licensing agreement).

Publication in 'Vestnik of the Plekhanov Russian University of Economics' is free of charge for all the authors.

The journal doesn't have any Arcticle processing charges.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

'Vestnik of the Plekhanov Russian University of Economics' use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in 'Vestnik of the Plekhanov Russian University of Economics', authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in 'Vestnik of the Plekhanov Russian University of Economics' we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.
