Abstract

The article studies threats connected with shadow sector that can be dangerous for economy of the country. Nature, causes and consequences of shadow relations were identified, as well as their ambiguity. It was shown that dual nature of shadow relations, especially its subjective start could deteriorate the situation connected with elimination of negative after-effects of shadow economy expansion. Steps were put forward aimed at neutralization of threats of shadow economy in new economic conditions of making business. The author pointed out that struggle against shadow sector combines a set of mechanisms and regulators (legal, monetary, organizational, taxation, budget, etc.). A conclusion was drawn that to strengthen country sovereignty, its economic development, minimize risks in order to ensure public and state security we need a complex program of neutralization of threats of corruption proliferation and shadow economy expansion.

Abstract

The article shows typical features of a new theory of controllable economy. The author pointed out that markets of resources, goods and services are controlled by offer varieties. It causes an increase in market profits, in goods and services producers and signifies the downfall of market economy and emergence of controllable economy. Production forces of computer projecting and manufacture at state-owned companies in conditions of computer and material revolution develop varieties of complicated science-intensive manufactured goods of civil and defense public use (carriers of intellectual property) that render services during their operation. Consumer expenses of stateowned companies of civil public and defense use form earnings of private enterprises of small and medium business, which produce consumer goods and services, while customer expenses of private enterprises of small and medium business create earnings of state-owned civil companies during their operation. Military men’s incomes arising during usage of goods of defense public use form earnings of private enterprises of small and medium business. State-owned corporations set up by V.V. Putin, such as ‘Roscosmos’, ‘Rostech’ and others can in their turn develop controllable systems of state-market economy of these companies and private enterprises of small and medium business. The mode of economic development and growth of Russia should be like this, the so-called Putin’s way. To implement it we should introduce a system of planning in stateowned companies.

Abstract

The article deals with implementation of the concept of sustainable development in the Russian Federation. It provides the author’s interpretation of the notion ‘sustainable development’, shows the correlation between the concept of sustainable development and ESG-concept and identifies factors affecting the rate of sustainable development. The author highlighted changes that took place in ecological and social components of the concept in Russia due to changes in geopolitical situation and showed companies that implement and develop ESG-agenda. Examples were given of upgrading institutional foundations of providing sustainable development in the country, such as elaborating strategies and initiatives in the field of sustainable development, introducing national taxonomy, launching green bonds, spreading ESG-credits; risks and challenges of introducing ESG-agenda were identified. Special attention was paid to green-washing classified as unfair competition and green-hashing – a result of ecologic initiative concealing because of fear of excessive control over company work. The article provides statistics of Russian companies’ adherence to ESG principles and shows current trends in the field of sustainable development.

Abstract

The article studies the concept of circular economy as an alternative of traditional linear model oriented to efficient use of natural resources, cutting wastes and development of closed material cycles. The basis of circular economy is formed by the principle of maximum use of resources through recycling and repeated use of materials. Transition to circular economy can become an important strategic element for Russia, especially in conditions of such challenges as dependence on import and sanctions. The article provides analysis of data concerning recycling and import of plastics in Russia, where considerable volumes of plastic wastes cannot be used due to insufficient development of recycling infrastructure. The proposed economic model shows that transition to recycling of 95% of imported plastics can both create a serious economic potential for import substitution and result in extra economic benefits, including new sources of revenues, jobs and transition to economy of closed cycle without necessity of raw material purchase with foreign currency. In conclusion the authors underlined the necessity of complex approach to effective recycling of plastics and cutting plastic wastes within the frames of goals of sustainable development in the Russian Federation.

Abstract

The research summarizes current trends in the development of international statistic system. The article analyzes transformation of the global statistic system due to intensifying processes of globalization and regionalization, which leads to a rise in the number of international regional organizations, including statistic bodies. Digitalization speeds up processes of collecting and processing of information and forming data bases on-line, provides an opportunity of their upgrading and use in direct access. Within the frames of science about data statistic performs functions of the central bearing structural block, fosters the development of methods for processing and analyzing quantitative and non-quantitative information aimed at making effective decisions on all levels of management. The adopted UN Program of Sustainable Development promotes extension of scope of statistic observation units and system of statistic indicators necessary for completeness of initial data and adequate analysis of social and economic development of UN countries. The authors underlined that today’s statistic system responds to the impact of all new processes and aspects of economy and society development.

Abstract

On markets of oil-bearing crops and fat and oil produce information about future conditions is the most important. It has both academic and practical significance, which can help economic entities in business-planning. However, the number of investigations on this subject in free access is limited. As a rule it comes to analyzing previous and current prices, while forecasts are either neglected or inaccessible for internet-users for free. The goal of the research is to build a forecast of average monthly prices of producers on oil-bearing crops and fat and oil produce on home market in Russia on April 2025 – March 2026. For this purpose the authors used econometric package TIBCO Statistica v13.5.0.17 with modeling on ARIMA base with due record to trend and seasonal fluctuations. The obtained forecast models show a sufficient degree of reliability. The forecast error by results of cross-checking for sunflower seeds makes up 21.9% , rape seeds – 6.4%, soy-bean – 7.1%, sunflower oil and its non-purified fractions – 11.6%, rape oil and its non-purified fractions – 11.4%. In 2025 we expect a small drop in world prices on oil-bearing crops and vegetable oil. In Russia in conditions of considerable volumes of their production and high level of resources a low rise in prices is forecast.

Abstract

The article described the development of one line in the work of the Central P.I. Baranov Institute of Aircraft MotorBuilding, i.e. technical and economic research in the field of gas-turbine engine. A scheme of using the experience gained in the process of motor development was presented, which is based on progressive academic and technical groundwork (ATG). As an example the authors used hypothetic turbo-reactive two-contour engine of the power unit of the supersonic jet to study the impact of organizing work aimed at buildingup progressive groundwork by the amount of costs and periods of aircraft motor development. Within the frames of this research the authors analyzed the impact of various types of ATG building on cost factors of aircraft engine development. To attain the goal they studied characteristics of different modes of work organization, analyzed the impact of the level of technology readiness and work succession on final indicators, they also put forward the adequate tools and carried out estimations of the concrete example. During the research methods of analysis, synthesis, comparison, correlative analysis and mathematic modeling were used.

Abstract

Lately we can observe the trend of fast development of neuronet technologies. Neuronets are researched by different sciences: economic, mathematic, informational, statistic, etc. Advantages of using neuronets in various types of activities are as follows: adaptability, possibility to process big amounts of variables, high degree of reliability and opportunity to retune the model when parameters are changed. Models of neuronet forecasting are widely used in finance and economic field, as it often uses analytical indicators. The article shows benefits of neuronet models in comparison with traditional ways of processing information to forecast economic figures. Neuronets give an opportunity to trace dynamics of various economic indicators: inflation rate, consumer prices, human capital, etc. Apart from that neuronets can be combined with other ways of information processing, for example, economic ones, which can provide extra opportunities of their use. The authors show prospects of neuronet development in analytical systems.

Abstract

The article analyzes problems and advances ways of their solution in order to raise investment appeal of the sphere of solid municipal waste treatment in Russia. The research includes analysis of key enactments regulating economic and legal aspects of industry. Special attention was paid to problems of short-term character of tariff regulation, bureaucratic barriers and the absence of long-term mechanisms to finance investment projects. The authors underlined importance of mechanisms aimed at extending producers’ responsibility necessary to increase investment activity and stimulate waste recycling. Recommendations were put forward on upgrading the normative and legal base, including development of long-term tariff indices, taking into account regional specific features, introducing digital technologies to simplify procedure of coordination and stimulation of separate waste collection. Attention was focused on the necessity of integrating national projects aimed at sustainable development and economy of the closed cycle with tariff policy, as it could help create favorable conditions for investment.

Abstract

The article provides characteristics of the Republic of Tyva in view of nature and climate conditions and level of social and economic development of the entity. Special attention is paid to researching demographic processes taking place in the Republic with regard to the national project and regional state program dealing with the problem of education. Results of the statistic analysis show that average annual population of the republic increased in 2022 in comparison with 2012. The major part of the population lived in urban areas in this period of time. More than a third of the population is younger than employable age. Availability of people at the age below 15 forms educational potential of the region necessary to resolve problems of academic and professional personnel training and market of highlyqualified specialists, who could contribute to the development of different industries of economy, education and state structures of Tyva. The level of difference of population structures by age groups in the Russian Federation was estimated by calculating integral factors of structural shifts. Education institutions of the Republic were characterized by education level. It was found that the growth in the number of learners requires new places and more personnel.

Abstract

Innovation development of non-urbanized territories of the Far East has strategic importance for Russia in the context of attaining national goals of development of the Russian Federation up to 2030 and further on to 2036.

The Far East is one of the largest regions in the country that takes about 40% of its territory. However, demographic, social and economic challenges make us search for new approaches to providing sustainable development on nonurbanized territories and adjoining rural agglomerations. Elaboration and use of innovation solutions in regions can become a key tool to improve quality of life, upgrade infrastructure and build up competitive agro-industrial complex. Successful development of non-urbanized territories and rural agglomerations in the Far East could ensure food security in conditions of global geo-political challenges, and a growth in production and export of agricultural produce, as well as integration of Far-East territories in international economic processes, especially in the Pacific region. Apart from that innovation approaches could allow the Far East to become an example of successful practices of sustainable development for many Russian regions with similar need in speedy, more intensive economic development of territories. The goal of the research is to study concealed reserves and unused economic potential of non-urbanized territories of the Far East with orientation to innovation development and further elaboration of recommendations and proposals for federal and regional bodies of state authority.

Abstract

The article analyzes organizational, economic and technical measures aimed at improving the quality of land in the Kaliningrad region as one of the strategically important direction of the region development. Information about crop capacity of cereals and grain legumes was provided for agricultural organizations in the region, as well as about net harvest of cereals and grain legumes in entities of all categories, volume of plant-growing produce in the region in factual prices. At the same time export policy of cereals (trends in export, sales) was also shown. The authors studied the state program aimed at supporting the complex of organization, economic and technical measures necessary to improve quality of land in the Kaliningrad region. The article demonstrates losses of agricultural organizations caused by flooding of arable land and highlights current problems of this state structure in the region. Results of the analysis allow us to make a conclusion that this complex has got a lot of problems, which requires extra financing and trained personnel to be resolved.

Abstract

The article proposes methodology of complex estimation of developing organic production in the region on the basis of objective indicators. The research was done based on statistic data of the Territorial Body of Rosstat on Sakha Republic (Yakutia), reports and data of the Ministry of Agriculture and Food Policy of Sakha Republic (Yakutia), the Ministry of Economy of Sakha Republic (Yakutia), GKU ‘The Center of Resource Support for Agro-Industrial Complex in Sakha Republic (Yakutia)’. Statistic methods were used for the estimation. The research showed 36 municipal entities of the Republic. Methodology combines 53 indicators divided onto 5 blocks: social and economic, plant-growing, stock-breeding, wild plants and bee-keeping. The potential of organic production development was estimated in municipal entities of Yakutia. The research results show that only less than a forth of territories have an average or higher potential of organic production development and more than 75% of territories have the potential lower than the average one, where under populated regions of the Arctic zone are included.

Abstract

In the last decade in crisis conditions of country economy, withdrawal of licenses of many commercial banks due to deterioration of their finance standing and low confidence of people to the banking system because of insufficient finance literacy the system of compulsory insurance of deposits became a necessary tool for raising funds into country economy. The article provides a complex analysis of operation of the Agency on Deposit Insurance from 2004 to 2023, which includes dynamics of insurance premium, structure of insured resources and efficiency of system functioning. The author elaborated graphic materials demonstrating structural features of the deposit insurance system. Regularities in the work of deposit insurance system were identified, such as reduction in the number of insurance events during the last years, changes in the structure of satisfied claims on order, trends in dynamics of insurance premium. The importance of the Agency on Deposit Insurance as a key institution in the development of finance sector of the country and raising investment into economy.

Abstract

In this research the author found the necessity to work out finance accounting of the public sector that takes into account key specific features used by state entities. To insert corrections in recommended by international standards IPSAS patterns of the form of accounting the author studies basic factors affecting the structure of report on finance standing and report on finance results of work of entities in state sector. On the basis of analyzing features of economic resources shown in conceptual foundations of finance accounting of general use of organizations in the public sector proposals were elaborated aimed at upgrading the pattern of report on finance standing of entities of state sector put forward in the international standard IPSAS 1 ‘Presenting Finance Accounting’. As a key characteristic of keeping budget accounting the author used the classification of work in state institutions that is connected with creation of the service potential and the work that provides future economic benefits for the entity. During the research the author found certain discrepancies and shortcomings in standards of the state sector. Practical importance of the research is connected with elaboration of grounded proposals on further improvement and development of the federal standard of accounting in the state sector in the Russian Federation

Abstract

According to executives and business proprietors, current methods of company management are losing efficiency, which is especially evident in conditions of quickly changing world and growing information flows. Today the majority of companies are facing problems of searching for new resources in order to raise efficiency both on individual and organizational level. It is a historical fact that in the conventional pattern of business there are three basic components: people, processes and communications. This triad made up the foundation of any business for a long time. However, now it is clear that it is insufficient for effective company management. Topicality of the research subject is stipulated by dynamic nature of today’s market. Certain qualification is required for successful adjustment to continuous changes. Thanks to efficient system of personnel management we can provide sustainable implementation of objectives and goals of the company. The article studies the essence, key methods, methodology, approaches and tools of the process of HR management and couching, illustrated by the concrete enterprise and gives recommendations on upgrading the system of HR management. Types of recruiting agencies in Russia and technologies of their work are investigated.

Abstract

The sphere of university education has been discussed during last decades. A number of experts pointed out, that personnel of Russian universities do not always meet current requirements, in particular it concerns top officials. The article underlines the necessity to develop an efficient system of attestation and qualification upgrading of top officials at higher school and to build a system of selection and development of top official reserve. According to the information of the Report on Pursuing State Policy in the Field of Higher Education and Relative Further Professional Education in the Russian Federation in 2023 the number of universities reached 724, including 227 private ones. At the same time the reserve of top officials of scientific and educational organizations jurisdictional to the Ministry of Education of the Russian Federation in 2023 made up 171 persons. From 2021 to 2023 the number of top official reserve made 667 persons. It is evident that the quantity of the reserve is lower that the need of universities. There is another problem, which deals with a drop in the share of university executives without academic degree and people under 50. Thus, we can see that developing methodology of selection and training top officials for universities is a very important objective. The goal of the research is to identify acute problems in training executives for higher education universities that became evident as a result of social and economic changes in today’s Russia.

Abstract

The work-life balance (WLB) is considered a crucial factor that influences well-being and productivity of academic personnel. Nature of academic duties, such as administrative, teaching, researching can cause stress and burningout, which negatively affects satisfaction with work and indices of retention. The article studies different initiatives aimed at raising WLB at academic institutions with focus at flexible schedule, possibility of distant work, complex programs of rehabilitation, policy favorable for the family and supporting practice of vocations. Data of the research show that flexible work schedules, such as controllable hours and hybrid models can seriously improve lecturers’ moral spirit and involvement. Apart from that, programs of rehabilitation aimed at physical and psychological health foster higher stability of work force. Policy favorable for the family includes prolonged leave for childcare, supports childcare and contributes to creation of inclusive environment, while adequate policy on vocations can make lecturers pay immediate attention to care for themselves. Results of the research underline the importance of institutional adherence to WLB initiatives as a strategic approach to building healthy and productive academic community. Admitting the priority of these initiatives education institutions can smooth unfavorable after-effects of stress at work place, raise satisfaction of the faculty and finally improve results of teaching.

Abstract

The article studies the development of small and medium entrepreneurship (SME) in the context of strategic goal-setting carried out by federal authorities. Special attention is paid to target objectives and indicators envisaged in national projects implemented in 2019–2024 and determined up to 2030. In order to regulate the process of SME the proposal was grounded to organize registration of medium enterprises passing to the category of large ones and the other way around within the frames of the Uniform Register of Small and Medium Entrepreneurship. For complete statistic assessment of aggregate turnover of SME sector the authors proposed to calculate earning of individual entrepreneurs (including those with patent) and incomes of self-employed people.

Abstract

Responsible business – making has gradually entered everybody’s sphere of attention and become the center of interest all over the world in general and academic quarters in particular. The research highlighted this poorly studied subject in the section dealing with the development of ecologic, social and governance (ESG) responsibility in overseas highly-industrialized countries. In these countries pressure on the part of regulation bodies, demands of investors and expectations of society made the greatest contribution to speeding-up the development of ESGpractices. Understanding factors influencing efficiency of ESG-operation of companies was not only the key goal in the sphere of strategic management but possesses fundamental importance for resolving the most urgent ecologic and social problems in the world and for supporting ESG viability. More and more often companies conducting international activities use ESG principles that form the basis for sustainable development of the country. The goal of the article is to provide broad and well-structured knowledge concerning introduction of ESG criteria in overseas countries in order to upgrade national practices in the field of responsible business -making and to identify trends of systemic review of adequate literature sources, comparative analysis and forecasting. The authors compare and analyze the current international status of development in view of rating and describe various steps of governments stimulating movement for ecologic, social and governance responsibility. The article also studied in detail the systems of ESG ratings that are used by key suppliers, as the demand for ESG information keeps growing. Apart from that it provided critical analysis of problems connected with ESG ratings. The growing attention of world community to sustainable development caused a rise in the number ESG rating suppliers, but this extension resulted in additional problems. ESG ratings are complicated and differ depending on the agency due to various methods of assessing and non-standardized information revealing, which can hinder the accurate estimation finding. Moreover, investors and companies demonstrate limited confidence in these ratings accuracy. Standard-legal regulation in different countries aim at improvement of information revealing and comparability of ESG ratings, however discrepancy in criteria of rating assessment and methodology is still present. In the current field of global finance and corporate management ecologic, social and governance aspects have become the key factors influencing investment decisions and forming company strategy. The research can help regulating bodies and politicians develop norms of information revealing in countries with various institutional specific features.

Abstract

The article explains the reason for aggravation of some problems of strategic nature in organizations of small and medium business. Difficulties in choosing and applying technologies and methods of working-out and realizing strategies were studied. Principle technology of elaborating strategy of adaptation to conditions of external uncertainty was presented, whose use aims at taking into account factors common for all organizations and unique conditions of each organization work. The system of building a collective entity of strategic management in the form of the so-called distributed participation of employees in development and realization of strategy. Specificity of the new role of company executive in strategic management was described. The author showed a change in the idea of strategy from status of document to status of consciousness element of all company employees.

Abstract

Current conditions of making business require more flexibility and adaptability of companies to changes in external environment. Due to this fact traditional methods of business-planning based only on finance indicators are becoming insufficient to ensure long-term success of organization. The author substantiated a choice of key trends in assessing the company work at the fuel and power complex in order to raise efficiency of business-planning. A balanced system of indicators was proposed, which meets the principles of process management by goals and provides opportunity to trace compliance of process results to strategic goals of organization and cascade steps of the system to subsidiary and affiliate companies and divisions. The concept relies on building the strategic map, where key indicators are divided into five separate groups: finance indices, customer indicators, factors of in-business processes, training and development of personnel and relatively new point, i. e. power-efficiency and sustainable development.

Abstract

In today’s world business-ecosystems gain status of digital superpowers that can control a considerable part of economic and social processes, get extra profit and value and influence global competitive market. At present we can observe smoothing of traditional industry borders in favor of business-integration, which offer various services to customers within the frames of seamless experience. Economic importance of ecosystem can be identified by study of its entrepreneurial model that is chosen for attracting and inclusion of new participants. It is evident that the largest economic ecosystems of the world and Russian business-ecosystems follow the mixed model combining elements of transparency and exclusiveness. Companies in Russia that use the ecosystem approach to organization of their work are not so highly developed as international leaders. However, some of them such as “Yandex’, ‘Mail.ru’, ‘1C’, ‘TBank’, and ‘Wildberries’, according to the consulting group BCG, were included in top 100 of technological companies of developing countries in 2020, which can testify to their potential on the way to reaching technological leadership. Business-ecosystem is a model of organization functioning, which consolidates different technologies, goods and services on the basis of common cloud platform under the common brand and is meant for complex and effective interaction with customers. Analysis of different approaches and concepts of home and overseas academicians can allow us to draw a conclusion that at the current stage of economic development there are no unified definitions and standards in the field of assessment of business-ecosystem work. The author of the article proposes methodology of estimating the impact of finance indicators of ecosystem work on its properties as a tool of analyzing and managing business-ecosystems in general.

Abstract

In conditions of sanction restrictions enterprises of agro-industrial complex in Russia face the need to change and adapt configuration of business-processes to new realities in order to improve results of their operation. The goal of the research is to substantiate key lines in changes in configuration of business-processes at agro-industrial complex enterprises and to offer recommendations on their further optimization. Methodology of the research is based on analyzing secondary data, generalization and systematization of theoretical approaches and study of practical experience of adapting business-processes of Russian agro-industrial complex enterprises to changing external factors and sanction pressure. The article provides the author’s vision on the idea of ‘configuration of businessprocesses’, shows key factors influencing it and industry specificity. The research helped identify key lines in transformation of business-processes configuration, in particular re-engineering of business-processes, introduction of innovation technologies, digitalization, diversification of suppliers and sale markets. The author came to the conclusion that changes in business-process configuration fostered not only lowering dependence on pressure on the part of sanction countries but also improving results of enterprise work and industry in general. Practical recommendations were given on further upgrading business-process configuration of agro-industrial complex enterprises.

Abstract

Annual growth in modeling market of town-planning causes the emergence of new solutions for different stages of life cycle of construction projects. The author studied factors influencing the development of modeling technologies in this sphere by factor, cluster and disperse analysis. Factor analysis means thorough researching on how different factors influence the final figure that is presented in the research by building companies in the world and in Russia. Cluster analysis is a multi-dimensional statistic procedure that collects information about projects and adjusts them in relatively similar groups. Discriminant analysis is a method of statistic analysis used to resolve tasks of dividing data into groups. It can find differences between groups and classify projects by the principle of max similarity. The method implies the presence of two or more groups different from each other by certain variables, which can be measured on interval scale.

Abstract

The article studies the notion and meaning of the competition phenomenon during the process of development of human society from primitive man to the present day, which covers shock growth in the population of our planet at the Late Stone Age and further participation of people in the process of nature mastering expressed in multi-stage academic and technical progress. For the first time a hypothesis was put forward about transfer of quantitative changes in man (biological changes of the body and internal organs) to qualitative ones (cerebral brain changes) that took place during historic development. It is shown that in current realities at the stage of demographic shift in spite of local creative activities decision-making of people mainly orients to biological but not to universal human goals stipulated by rational activity.
