Abstract
The article provides an original way of finding out the students' attitude towards university administration work through studying their comments in social networks. By analyzing students' opinion the impact of big events in university life on students' opinions in social networks was characterized. The model of interactions between students and administration in a typical calendar year was developed. As a result of the research conclusions were drawn and recommendations were given aimed at enhancing the interaction between the university administration and students in social networks.

Abstract
The article shows philosophy teaching as an integral part of today's higher education. The author investigates methods used in teaching philosophy to students of non-philosophic specialties and identifies targets set for such teaching. By analyzing problems arising in the process of mastering philosophy the author formulates possible ways of their resolving proceeding from expectations and notions of the subject with which students start learning it. The principle task of philosophy, in our point of view is to help learners systematize their private outlook, which would provide an opportunity of further comprehension of philosophic issues in connection with scientific interests and professional orientation of students.

Abstract
Today the efficiency and rating of higher education institutions are based on quantitative criteria set by the Ministry of Education and Science. The final indicators of the division work are formed by labour activity of lecturers, who make up the intellectual potential of the department. The article puts forward a model of advanced methods of motivating lecturers' labour activity illustrated by distribution of the quarter bonus. This project can serve as a basis for the effective contract and set clear labour requirements for employees applying to the contest. By analyzing the results we can see the high efficiency of using the matrix of motivating the faculty work to improve the rating of the department.

Abstract
Education for people with limited health possibilities is a specific social resource which allows them to gain economic independence and self-realization. Public opinion of the country proposes methods and models to resolve this acute social and economic problem. The article analyzes policy in the field of education for people with limited health possibilities and puts forward ways to improve educational service provision to disabled students. On the basis of her own research the author designs a model of educational service for people with limited health possibilities, shows specific features and stages of its designing and researches different components of the proposed model.

Abstract
At present we can observe the finance and economic crisis which happened in global scale. The article provides the notion of crisis, describes its principle characteristics and discloses the cyclic nature of crises. It is pointed out that crisis is one-two phases of the wave economic cycle. Different degree of economic disproportions is a result of economic wave lowering which corresponds to crisis. The author investigates the achievements of the cyclic theory and advantages that it provides for economic situation analysis, especially in conditions of the crisis. Undeveloped aspects of economic cycles are shown and their importance for analysis and prevention of deep sinking in crisis are illustrated.

Abstract
The article suggests a new approach to finding a theoretical price (value) of exchange option. In contrast to Black-Shows and binominal models the balanced model is deduced from balanced interests of both parties of economic relation. For short-term time periods it turns into a volatile model, which represents the most simple form of the option value model. Simplification of the model has a practical aspect for trade robots, whose speed of work depends not only on algorithms fixed in them but also on models of pricing.

Abstract
The article shows the conformity of the emission function of the Central Bank with the current essence of money. This function of the Central Bank, as well as the body itself appeared within the frames of the gold-standard monetary system, which stopped functioning in 1976. The author underlines the fact that banking system is a derivative of the monetary system: the former is the part of the latter. Consequently, changing the system of more general order, i.e. monetary system should cause changes in the system of particular order, i.e. the banking system, changes in the emission function and some other instruments of the Central Bank. However, it did not take place and it has a negative impact on the development of the market but not on the condition of the Bank. Fixing organic conformity between these systems could start with scientific formulation of the question and its public discussion in literature. The aim of this article is to start such a discussion, to invite to discussion of this acute problem of establishing and functioning of the monetary and banking system.

Abstract
The article discusses issues of interaction between credit managers and entrepreneurs as key components of the crediting process and the speed of access to loan capital for entities of small business. Special attention is paid to enhancing information transparency in relations between state finance institutions and entities of small and medium business. Information openness and positive perception of executive's competence could minimize carelessness risks. On the basis of the research results the authors prove the impact of the moral risk of competent entrepreneurs on the level of 'soft' information transparency aimed at motivating credit managers to make positive decisions.

Abstract
The article studies the key principles of payment system functioning according to international standards. The author advances an additional principle of the Russian payment system work in the changing political and economic conditions. Infrastructure of the national payment system subject to legal norms was shown. The article investigates institutional provision of the population with payment services: the structure of accounts opened by clients, which can be used for payments, including charge and credit cards; the number of accounts with distance access, opened in credit organizations. The author points out to different types of payment systems being developed in Russia today.

Abstract
The article discusses the issues of developing mechanisms of implementation of lines set by the legislator in the risk management system. The author puts forward her own vision of the mechanism of risk management in the national payment system. Specific features of this mechanism functioning were shown, it includes components aimed at enhancing the methodological basis for risk management in the national payment system. The article systematizes and shows targets of risk management mechanism, sets tasks, identifies principles of risk management, describes functional responsibilities for managing risks of entity structure of the mechanism of risk management in the national payment system, proposes parameters of continuous functioning of the national payment system and possible methods and tools of managing the key types of risks with regard to their specificities.

Abstract
Raising the production efficiency is an acute task of every Russian enterprise. To increase labour productivity we should first of all eliminate system restrictions - bottlenecks which hinder the production process. The author investigates issues of production optimization, which do not require additional investment and can find out growth reserves. In conditions of the crisis when enterprises cut their development budgets recommendations offered by the article can prevent false decisions. Management system in time of restrictions put forward by the author can help overcome the crisis and reach success.

Abstract
The article provides basic categories of the theory of government and analyzes advantages and disadvantages of different forms of state government offered by Aristotle. The author studies the evolution of developing legislation and systems of government of ancient Greece states - Sparta and Athens. The article also shows specific features of their legislative and executive bodies' functioning. Special attention is paid to the concept of Aristotle's ideal state and its benefits in comparison with models of state systems by Plato, Solon and Lycurgus. Research findings allow us to assess Aristotle's contribution to the development of theory and practice of government and to formulate new approaches to history of developing the government thought.

Abstract
The article investigates the fundamental reason for historic changes in the subject world of man. The author refers us to the principle notions of thing and subject formulated in works by M. Haidegger and P. Rilke. Speaking about the historic development of the subject world the author underlines that revolutions not only change ideology of society but transform reality. Today changes in social structure can be so fast that social technologies themselves can acquire the character of design projection. Revolution technologies work according to the principle of projecting, compiling and circulating. So we can speak about the design of revolutions. The main idea about interrelation of changes in social environment and in design is supported by examples of the history of costume as the most dynamically developing phenomenon.

Abstract
Studying of process of influence of emotions on actions of an individual and quantification of this process - actual problems of modern science. In article the main formal models of emotions are described, the history of their evolution from the first attempts of their creation before modern achievements of science of both foreign, and domestic researchers is shown. The author's model of an emotional condition of the person is offered. On her basis the information system emulating an emotional condition of the person is developed. Psychological justification of result of interaction of several emotions in time is given. The presented functions of an emotional state allow to reflect adequately emotional and psychological perception the person of the reactions.

Abstract
The article gives the short history of the theory of finance investment with fixed profits in conditions of uncertainty. Special attention is paid to mathematic methods and their role in theory development. The author shows the extension of the mathematic apparatus used in the research as the theory goes on developing. From these points of view some works by the article's author are analyzed. The following conclusions are grounded: the use of mathematic methods plays an important role in shaping and developing the theory, provides an opportunity to systematize market observations, sometimes to explain them and to obtain additional information about investment characteristics of bond.

Abstract
The article offers a critical analysis of overseas and home research dealing with the impact of physical culture and sports and arrangement of big sport events on economic and social development of the country. It is pointed out that special attention in them is paid to designing and testing methods of investigating the factors, which ensure sport achievements of the country. But at the same time methods of quantitative analysis of the impact which sport industry development has on economic and social parameters of the region have not been studied in theoretical and applied aspects. Research in this directions is especially acute for countries which carry out big sports events. The efficiency of sport industry entities influences the development of national and regional social and economic systems, shapes their economic potential and investment appeal. The author's methodology of statistic analysis and designing econometric models of the impact of sport industry development on figures of social and economic development of the region was shown using the example of the Republic of Mordovia - entity of the Russian Federation, which takes high positions in the rating of people involvement in physical culture and sports and arranges many big sports events. The article also puts forward the suggestions for using the methodology in practical administration of the region.

Abstract
The article studies the concept of innovation ecosystem by drawing an analogy between innovation and natural ecosystems. The authors identify basic elements of innovation ecosystems and their relations at different stage of innovation life cycle. They put forward the concept of developing the innovation component of the region at the expense of continuous support of start-ups through governmental subsidies and raising commercial capital to fundamental science. This process is carried out by introduction of demonstration system and technologies development, as well as organization of return finance and information links in the structure of innovation ecosystem. A conclusion was drawn that in certain conditions the system from balanced state can pass over to growth.

Abstract
The article shows the author's approach to defining the key elements of strategy of sustainable social and economic development in the old-industrial region, which could be used as a foundation for its model. The author demonstrates strategy targets and objectives and steps necessary to attain them. The hierarchy of strategy targets is given, which can help decompose the main target - to provide sustainable development of territory in stage targets and objectives. Special attention is paid to characteristics of tools of strategy implementation by using the method of road card. This approach to designing the strategy of providing sustainable development of the old-industrial region can contribute to complete attainment of target priorities of the general strategy of social and economic development of the territory.

The article is focused on legal regulation of informational process in medical activities. Particular attention is paid to analysis of institute of medical secrecy in the Russian legislation and jurisprudence. The positive effect of medical informational systems on patient’s rights to medical secrecy is found out. The definition of medical service is proposed. Emphasized the need for the adoption of a law regulating public relations that arise from the application of telemedicine technologies.

Abstract
In present day Russia hundreds of thousands of children are left without parents' care due to different circumstances. The article presents various opinions of Russian academics concerning adoption in the Russian Federation. The topicality of this issue is explained by the fact that adoption is one of the most important institutions. These relations require more detailed research as adoption is a priority form of settlement for children left without parents' care. The author shows the significance of the adoption institution, which is multisided. She gave and analyzed statistics, which could help investigate the adoption institution in the Russian Federation.

Abstract
The article substantiates the need to analysis the picture of the world grounded on the basis of eco-philosophy. The author proceeds from the trend of transformation of modern cognition and shift of the leading paradigm. In contrast to followers of the idea that the centre of the modern picture of the world is technologies or synthesis of technologies the article supports the idea that such centre is man and human type of attitude to the world with its links with nature, society and culture. The novelty of this picture of the world is determined by its eco-philosophic foundation and content, which caused the need to revise the content of its categories.
