Abstract
By analyzing the article by P. I. Novgorodtsev ‘On the Road towards Legal State’ the author shows his views on political situation of that time. The article by Novgorodtsev proves that theoretical ideas could be realized in the best way only when society understands the importance of changes and corresponding authorities could properly demonstrate their necessity and possess constitutional possibilities to implement them. The final points of the Novgorodtsev’s article are acute even today, as he wrote that the 20th century was the century of reforms aimed at improving life and culture of people.

Abstract
The article highlights some aspects of the organization of educational process and teaching activities at Russian higher education institutions in the beginning of the XX century, particularly at the Moscow Commercial Institute (MCI). The system of teaching workload accounting accustomed at the time is described. The special attention is paid to the phenomenon of so-called «academic serfdom», its causes, consequences and methods to eliminate it. In addition, an information is provided regarding the average teaching workload of MCI professors in the early 1910s, followed by a number of specific examples.

Abstract
By analyzing achieve documents of the Moscow Commercial Institute dealing with scholarships allocation, terms of scholarship granting and documents which recorded scholarships distribution the authors studied rules of shaping the scholarship sund of Russian university of economic and commercial specialization. As a result the scholarship system, which was used before the October revolution in the 1st Russian institute training specialists for work in the field of trade and manufacturing was reconstructed.

Abstract
The article presents the history of the Plekhanov University from the moment of its formation to the present day. The wonderful traditions, which allowed Plekhanovka to become famous and popular, are highlighted. Special attention is paid to the growth and development of trade and commodity areas of higher education process. The author attempts to connect the Plekhanov educational process in trade area with the main stages of socio-economic development of Russia and specific sectors of its economy. The continuity of traditions, as well as the features of the contemporary model of education process are pointed out.

Abstract
The article shows in what way the dramatic restructuring of higher education was carried out in Russia during the first years of Soviet power. Different opinions about possible changes were expressed at meetings and in the press. Some experts proposed to make higher education as close to social and economic practice as possible, others paid attention to the fact that it was necessary to strengthen the military component in higher school. Finally, the position supported by A. V. Lunacharskiy, the first Commissar for Education prevailed. He said that the process of education in universities by its character and orientation should be multi-profile with serious social and economic bias. Education and its different forms should provide professional knowledge and skills and at the same time mould conscious of the new man, his/her moral qualities. Actually he advanced the idea of higher school humanitarization. Its preconditions can be found in pre-revolution education process, however it should be filled with new content. The authors point out that at present the idea of humanitarization is the principle component of higher education.

Abstract
On the basis of source analysis of archive documents the author studies work of the Moscow Plekhanov Institute of National Economy during the most difficult period of institution history and history of Russian higher education in general, i. e. the pre-war time from mid- late- 1930s of the 20th century. He raises the question of the faculty and employees functioning as well as the institution management, its directors M. I. Lacis, A. K. Abolin, A. V. Morozov. The author points out the necessity to highlight contribution of the Plekhanov Russian University of Economics academics to the process of establishing and developing the Russian state system, public, political and cultural life of the country at various stages of its history.

Abstract
The issue of competence approach to teaching is being discussed in Russian literature and stirs continuous interest. The article proposes to introduce the practice-oriented technology of training as a project method developed and tested by the author during a long period of time. The essence of the methodology is explained, on the basis of which students (bachelors and masters) are given an opportunity (supervised and assisted by the Professor and lecturer) to develop a project. A group of specialists in the field of finance who need training by this method is identified. Concrete recommendations concerning organization of project training on the subject ‘Fundamental Analysis’ are provided.

Abstract
The article gives definitions of the notions ‘green university’ and ‘green campus’, shows the contribution of education institutions to sustainable development of society and certain market entities, identifies and systematizes mechanisms of transfer to green university, formulates its aims and determines the role of marketing in supporting and promoting university achievements in the field of sustainable development. The authors put forward marketing mechanisms for attaining goals of university sustainable development. Russian and global experience in transferring mechanisms for higher education institutions’ transfer to principles of sustainable development and green university were generalized.

Abstract
In conditions of global finance crisis an acute need arises dealing with analysis of tools used by the Central Bank (CB) in its regulation work. Among these tools a special place is taken by transactions with securities on open market. The goal of the article is to show the real essence of the market as a capitalist body and non-validity of transactions conducted by the Central Bank in the field of securities circulation. The author explains some ideas of the Russian school of economic thought in respect to CB operations, which were conducted in the said field. To investigate this problem certain methods of organic succession, analysis and synthesis, deduction and induction and some others were used. As a result of the research the conclusion was drawn that market is not only a pulsating but continuously growing body, which requires not only anti-cyclic regulation but regulation aimed at provision of its relatively sustainable balanced development.

Abstract
The article identifies key sources of shaping investment potential of the economic system, which can activate corresponding multiplier: non-distributed profit, investment of consolidated budget, resources of credit system and stock exchange, household savings. The authors show positive dynamics of resource volume changes, which are available for economic growth financing in Russia, in 2012-2015 that stands in negative correlation with GDP changes during the mentioned period. The article identifies and analyzes factors preventing from getting the necessary effect from the given sources. The authors put forward the optimization model identifying conditions of maximizing finance resources of developing the economic system to attain GDP growth.

Abstract
The article deals with one of the most important conditions of Russian economy successful development, i. e. training of managerial personnel. To attain this target the Presidential program of managerial personnel training was started in 1997. The Program was designed subject to the State plan of training managerial personnel and based on state financing of intensive training of managerial personnel for business. The authors studied its key goal - shaping managerial potential of the country that could provide development of enterprises in all spheres of Russian economy and Russian regions and identified prospects of further development of the program.

Abstract
In present economic conditions raising competitiveness of teaching and research work of Russian higher education institutions is provided by self-identity of home education and restoration of educational programs high quality. Retaining departmental structures with due regard to managerial innovation serves as a basis for renewed organizational structure of the Russian Plekhanov University of Economics. The authors consider the Education and Research Center as a foundation for the development of partner cooperation among divisions in teaching and research process. It was shown that the Education and Research Center is based on integration of profile departments sharing the common subject field of management. Concentration of mainly profile departments within the frames of the Education and Research Center aims at restoration of academic and methodological coordination of their work and more precise systematization of profile subjects as a foundation for personnel training.

Abstract
In conditions of repeated crisis cycles in world economy Russia often finds itself in crisis situations, which characterizes its poor finance stability in front of different fluctuations of the environment. It testifies to incompleteness of its industrial and economic structure. In this connection sustainability of home economy development requires the system approach based on the whole set of mechanisms, tools and efficient interaction and interconnection among all spheres of economic policy. The effective federal law dated 31 December 2014 N 488-FZ ‘About Industrial Policy in the Russian Federation’ is not fully oriented on these tasks’ implementation. To a certain extent it can be stated that industrial policy oriented on strengthening industrial and technological basis of the country as a key factor of providing efficiency of industry branches should be considered as the mentioned-above system set of tools. The authors propose ways to establishing such industrial policy in Russia.

Abstract
Organization of students’ and employees’ catering in university is an important licensing condition to conduct education activity. Due to the fact that this type of economic activity is secondary in universities, problems of fulfilling social and economic functions entrusted to catering enterprises could arise. Poor understanding of the problem and absence of regulation dealing with catering enterprise management in education institutions could lead to high maintenance costs, use of ineffective and outdated organization of producing and selling of goods and services. The authors show that the promising system of catering enterprise management in universities is controlling plus identifying centers of social and economic responsibility and fixing 3 planned and controlled parameters, such as an amount of receipts, a share of remuneration expenses in the receipt and a share of raw materials in selling price of goods.

Abstract
The article provides classification of factors influencing the quality of managerial decision-making. Principle attention is paid to interaction between corporate management and enterprise value in general. The author compares indicators, which to a great degree satisfy the needs of investors and owners of the company and methods of assessing the quality of corporate management. It is shown that in estimating the work of enterprise in general the indicator of the corporate management level plays an important role. The article proposes an approach of quantitative assessment of corporate management quality with regard to its impact on finance indicators of the company.

Abstract
The article describes the structured scheme of the device for modeling the process of choosing the product in order to increase sales in supermarket and enhance the quality of customer service. The device is based on consumer behavior model during product choosing, which uses intellectual methods of decision-making. The customer can choose a product from of a group of similar ones offered by a trade body by comparing its parameters. This intellectual device is patented in the Russian Federation and can be made on the basis of home micro-scheme technology.

Abstract
The article deals with problems of personnel supply for processes of region social and economic development, which are essential for attaining regional economic growth. The education system, which today is still at the stage of reforming, can be considered as a key source of growth. It must provide timely training of personnel of required qualification for region economy and at the same time carry out the concrete-applied specialty training of highly-qualified staff. According to the authors these goals could be reached by developing the second level of education, i. e. master course.

Abstract
The article shows variable market reforms of the agrarian sphere in CIS countries. In particular, the author characterizes Russian, Belorussian, Armenian and Asian models of transfer from socialism to capitalist relations in rural areas. A clear indicator of agriculture restructuring results is changing the figure of animal produce consumption per capita in CIS countries before and after reforms. The most advanced in the integration aspect part of CIS space is the Eurasian Economic Union, which includes Armenia, Belorussia, Kazakhstan, Kirgizia and Russia. The author summarizes indictors of the mentioned countries dependence on import of certain food stuffs.

Abstract
The article deals with the analysis of S. Botros’s book, which found a contradiction in the motivation argument by D. Hume. The author proves that S. Botros’s conclusions were unconvincing and at the same time tries to find the source of ideas given in her book. He supposes that they were caused by the wrong interpretation of one of the central notions by D. Hume, i. e. the idea of belief. An attempt was made to protect the irrational interpretation of this notion. It was shown that Hume’s belief in its pure form has pre-reflexive essence prior to rationality. This pre-reflexive belief but not intellect gives rise to morale, according to D. Hume and this belief could free us from extreme skepticism.

Abstract
The article gives a review of works dealing with biological impact on ceramic masses. The authors identify key directions and differences in technology of bio-treatment depending on the type of microorganisms, ways of obtaining and composition of cultural liquid, conditions and method of bio-treatment and natural coenosis of ceramic masses. The impact of cultural liquids with bacteria on rheological properties of ceramic masses was investigated. Surface activity of cultural liquid causes reduction in fluidity and thixotropic strengthening of ceramic dross. Increasing mass of casting is stipulated by rendering hydrophobic to surface of clayish particles of ceramic dross. The experience of using bio-treatment in ceramic industry was discussed.

Abstract
The recent attempts made by some experts to show the USSR and German Nazi Reich as similar totalitarian regimes usually were based on certain ideological and economic stereotypes. Biased character and political engagement of such an approach become evident during serious analysis of the initial material. The authors assess the legitimate nature of using the definition ‘totalitarian regime’ applied to the USSR and Germany before the World War 2. The article provides a comparative analysis of processes of economic modernization, structural changes in production complexes in the two countries. The authors acknowledged some elements of formal similarity in their economic development but they pointed out to drastic differences both in ideology and goals of economic reforms carried out during the mentioned period by authoritarian political regimes of the two countries.
