Abstract
The article analyzes strategic targets of ecologically sustainable balanced development of the Russian Federation up to 2050 and provides key trajectories of their achievement. The authors identified principle challenges to ecological security of Russia in the long term and elaborated strategic tracks of eliminating threats to ecological security of global character. On the basis of the research they proved evolutionary trends of increasing the role of ecological management in current circumstances of society development as an imperative of sustainable global development. Structural and historical analysis of ecological management tool evolution in view of global ecological challenges gave an opportunity to highlight present day tracks in the development of ecologically-oriented processes, systematize priorities and key goals of ecological policy, show ways of managerial decision-making and research methods and tools of management. It was found that the specific feature of the present stage of ecological management tool evolution implies inter-sectoral approach to environment protection and search for brand new ways in solving current social and economic problems.

Abstract
The article provides findings of the econometric research, whose goal is to find links between the level of digital transformation at the enterprise and its finance results. The authors estimated the impact of digital transformation level on the company net profit. The research findings demonstrated the inverse relationship between the digital transformation level and the company net profit. This impact is higher for bigger companies, whose assets exceed 90 bn rubles in comparison with small companies. It can be explained by the fact that in companies, selected for the research, the process of digital technology and tool introduction is still going on or has just been finished, therefore their recoupment cannot start at once but a little later, as the introduction period is rather expensive. The research shows that we should not forget about the adverse aspect of digital transformation, i.e. prolonged periods of recoupment and the importance of choosing the correct digital tool for your industry. The present research can supplement the topic of restriction and risks of digital transformation for the company. The article could be useful for executives, finance analysts and investors, who make decisions about investment, as the research shows that company should thoroughly analyze its needs and opportunities before investing into digital technologies. It is important to develop a clear strategy and assess risks connected with new technology introduction.

Abstract
At the current stage of social and economic relation development elaboration of artificial intellect technologies plays the key role and principle goals of sustainable development, where state policy of the Russian Federation is targeted, are connected with these systems. The article analyzed basic problems in the field of artificial intellect essential for reaching sustainable development goals. The authors provided examples of introducing artificial intellect tools to resolve problems of sustainable development presented by Russian and overseas researchers in recent years. The key content of the article is made by analyzing the current standing of artificial intellect in different aspects. The authors highlighted industries, where systems of artificial intellect work effectively, such as finance and economic sphere, public health, aero-space production, agro-industrial field and use of natural resources. The article shows operating artificial intellect systems and their impact on economy and sustainable growth. Arguments in favor of these systems are given, as well as their connection with ESG conception. Finally, conclusions about trends in artificial intellect development in times of digitalization were made.

Abstract
The article discusses the acute problem of regulating the turnover of disposable plastic items in the Russian Federation. The goal of elaborating the system of manufacturing, recycling and utilizing plastic goods is connected with the necessity to improve ecological security and to combat locating huge volumes of solid municipal waste at landfill sites in the country, the majority of them are already overfilled and their extension is not possible. In 2019 the President of Russia set the goal of developing the system of recycling and utilizing wastes, however large-scale solutions have not been implemented yet. Economic policy developers often interpret this task as the necessity to impose fines on manufacturing and turnover of certain types of disposable goods and packages, which is not always effective. The article underlines the importance of the problem, researches and systematizes approaches, which can be used to shape economic policy in Russia. Apart from that, it describes alternative opportunities of reducing volumes of wastes difficult for extraction during sorting, which should be included in the system providing closed cycle manufacturing, which is not finished with product shipping but requires waste recycling.

Abstract
In conditions of global economic crisis and restrictions on international trade more and more enterprises in different countries face problems in the field of logistics and restrictions on product import. The current situation makes it necessary to elaborate and use new methods and models of digital production cooperation, which could allow enterprises to exchange needed resources, data, information and knowledge in order to increase efficiency of logistics and production, competitiveness and to cut costs. Besides, lately we can observe a serious breakthrough in the field of digital technologies in all industries, that can be used both in logistics and production and in the future it could provide opportunities for enterprises to work out new models for raising efficiency and quality of products. Based on the mentioned-above facts it is possible to say that the research dealing with the development of methods and models of digital product cooperation in conditions of limited functioning of logistic systems and product import forms an acute and important aspect for developing production spheres both in Russia and other countries. The research findings could be useful for enterprises that face problems in logistics and product import.

Abstract
The present period of the Russian Federation history is characterized by serious geopolitical challenges, economic restrictions and dishonest competition. However, the country successfully resists unprecedented pressure, it possesses unique resources and possibilities to continue its development and cope with challenges and threats to national security. The Russian border zone today is extremely important in providing sustainable social and economic development of the country. Russia has got a serious potential of development that relies not only on vast minerals reserve but mainly on human resources. In view of these ideas, the research goal is to identify how human potential can influence economic security of regions. The objectives of the research include analysis of economic security indicators, their systematization and finding positive and adverse impact of human potential on economic security of border zones.

Abstract
The article provides analysis of staff provision of the Tula region enterprises, which was conducted by the authors within the frames of sociologic research accomplished in cooperation with the government of the Tula region. On the basis of obtained findings it was shown that the shortage of young and qualified personnel can cause serious risks for the further social and economic development of the region. According to the research, in new fast changing social, political and economic conditions enterprises and organizations in the Tula region are rather optimistic about their prospects concerning HR. In spite of imposed sanctions the level of optimism nearly at all enterprises is high enough. On the one hand, it is a positive factor, on the other hand, it could demonstrate a bit inadequate and hasty assessment on the part of enterprise and organization top management, which requires further analysis, monitoring and control in dynamics. On the turn of 2021-2022 the Tula region did not show a clear trend of workers’ deficit and in current conditions, according to 70% of experts, companies are manned and do not need any changes even in attracting labour migrants from CIS countries to unskilled positions. At the same time small production companies are ready to reduce staff. The shortage of personnel was observed only at education and steel-making organizations. These findings demonstrate both a positive process and new risks, as the absence of vacancies and high competition on the labour market in the Tula region can increase the migration flux among young people to more developed regions, raise demographic burden on the working population and reduce growth and development potential of the region.

Abstract
The COVID-19 pandemic has had a negative impact on the socio-economic development of countries, in particular on the labor market. To counteract large-scale challenges, it is necessary to create a labor market monitoring system that allows identifying the occurrence of potential negative events at an early stage. The article suggests the author's approach to calculating the indicator of labor volatility. To calculate the labor volatility indicator, correlation analysis is used, as well as normalization of the selected indicators. By calculating the geometric mean and the subsequent inverse indicator, the achieved value of the labor volatility indicator is estimated. The approbation of the developed methodological approach was carried out for the period from 2019 to 2021. The regions of Russia were divided into two groups from the position of assessing the growth of volatility of the interaction of economic entities in the labor market. The positive dynamics in terms of reducing the level of volatility of labor relations, for example, was demonstrated by the Ivanovo region. Negative dynamics in terms of the growth of the volatility of labor relations was observed in the Astrakhan region. The developed indicator of labor volatility makes it possible to determine the emergence of non-standard practices of interaction between economic entities, to identify areas in which a crisis could potentially occur. The values of the labor volatility indicator can be used to assess the effectiveness of the instruments of state influence. If a decision is made on the practical use of the proposed methodological approach, it is necessary to increase the frequency of evaluation of the indicator of labor volatility. To do this, it is advisable to use operational data, in particular information about cash flows in the labor market.

Abstract
Green economy is considered to be an acute type of activity, whose goal is to provide preventive measures and counteract growing negative anthropogenic effects on the environment. Thus, the article researched strategic plans of Russian regions aimed at green economy development by using biotechnologies and analyzed specialized training for skilled personnel, as it is essential to introduce eco-biotechnologies for this type of work. The authors summarized two rounds of lexicometric analysis of economic development strategies in 85 regions of the Russian Federation. Twenty universities from eleven regions-leaders were selected for further more detailed investigation. Specific features of training of skilled personnel for green economy in selected universities were analyzed with due regard to the effective lists of enlarged groups of staff training specializations in combination with relevant professions connected directly or indirectly with sciences of life. On this basis a specific block of eleven taxons was formed, which were numbered according to the adopted symbols of enlarged groups of training specializations and professions of the education system in Russia. Through using the marked-out taxons twenty selected universities were examined and the information block was collected, which was used to build the data base of specific features of skilled personnel training for green economy. The obtained results show misbalance in the organization of education in Russian regions dealing with personnel training for green economy. Besides, the analysis of investigated universities, conducted by taxonomy method showed the expediency of correcting students’ distribution by education level in order to provide an opportunity to use advanced technologies for green economy development.

Abstract
The article analyzes current trends in the field of foreign investment regulation. Principle attention was paid to studying causes and after-effects of countries’ passing on to screening of direct foreign investment (DFI). The article provides analysis of changes in the EU legislation concerning regulation of investment processes in strategic and most sensitive sectors and industries of European economy. Regulatory changes aiming at toughening procedures of foreign investment check-up are being discussed by host countries. Sectors and types of activity, which are often checked on threats for national security, were identified. Differences in approaching DFI screening management on the part of certain countries were highlighted and screening practice in China, France, Germany and Belorussia was analyzed. Examples of using screening in investment legislation of the Russian Federation were given. The author provided recommendations on increasing transparency of the mechanism of DFI checking, predictability of investment policy and introduction of information and communication channels, as well as extension of the field of using procedures for provisional authorization.

Abstract
Enterprises still face the problem of shaping loyal and involved behavior of employees, which can affect economic results of the company work. The article shows the impact of in-company corporate social policy on employees’ involvement. The authors studied social policy of the enterprise and assessed its influence on shaping behavior of personnel involvement; they also highlighted the impact of conformity of social welfare measures and employees needs in shaping involvement relations. The research was carried out by using a whole complex of academic methods, such as system analysis, generalization and systematization of theoretical and practical data. The foundation of the empiric base was formed by findings of the research done in 2023 concerning the impact of corporate social policy of the company TMK CHERMET on workers’ involvement. The obtained information gave an opportunity to draw a conclusion about the positive effect of the availability of corporate social policy on workers’ involvement. The most serious influence of involvement is exercised by such measures of social welfare as help in improving housing conditions, granting 50% discount on food in the canteen, finance assistance in difficult circumstances. However, a third of respondents assessed certain measures as having no influence on involvement, which could be improved by including relevant measures of social welfare in corporate social policy. Therefore, the hypothesis that corporate social policy at the enterprise can increase the level of workers’ involvement by conformity of measures of social welfare offered by the enterprise and their individual needs found confirmation. The authors gave definition of the notion ‘corporate social policy’.

Abstract
The article focuses on the rising trend of women holding top positions in different sectors of economy. A serious contribution to this trend was made by government that took a strategic decision about reducing the list of jobs and positions with harmful and/or dangerous labour conditions, where the use of women’s labour is restricted. However, apart from state policy, we should point out to the growing activity of women themselves, who do their best to build the career on a level with men. The article shows trends, which testify to the fact that women hold top positions more frequently today and, at the same time it provides factors that can hinder the development of women’s career. Estimating the impact of all these factors can foster more accurate career planning. According to the author, higher quality of career management could raise the degree of job satisfaction, in particular in women’s quarters. Another important argument in favor of the necessity to improve the quality of women’s career is dependence of labour productivity on the degree of female workers’ satisfaction. Realization of work effectiveness is a source of inspiration and motivation. With regard to the rising trend of retaining personnel, cutting turnover and certain deficit on labour market career management becomes a factor of higher company competitiveness, as it can affect both productivity and personnel turnover, which is essential because of the high share of women in the general structure of employable population in the Russian Federation.

Abstract
In global economic science there is no uniform approach to interpretation of such notions as efficiency and labour productivity, therefore problems with their reading are possible. Through analyzing the research findings the author identified the scheme of correlation between the ideas of efficiency, labour productivity and quality of work. The article proposes criteria for estimating labour efficiency in view of two categories: labour productivity and quality of work. It is shown that quality of work is made up by two characteristics: quality of work organization at the enterprise, which includes appraisal of effectiveness of workers’ labour within the frames of enterprise functioning and quality of working life, which includes assessment of working conditions at the enterprise. The author elaborated an approach to estimating principle criteria, which gives an opportunity to assess labour efficiency at the enterprise by using a number of indicators that are acute in conditions of digital transformation and thanks to this, it is possible to get more reliable results and optimize processes in the organization. Using estimation of indicators of labour productivity and quality of work it can be possible to rank the level of enterprise maturity and identify measures aimed at raising efficiency of work.

Abstract
The article analyzes social and economic standing of low-income people. In spite of legislative standards protecting key groups of socially vulnerable population from absolute poverty such categories, as old-age pensioners, disabled persons, young children and even employable population, the so-called poor workers still belong to the low-income population. It is obvious that the major proportion of low-income people consists of individuals, who get allowances and social payments therefore their financial provision depends mainly on state. When poverty proliferates among the population of the Russian Federation, the development of the effective model of material provision for people dependable on state, for instance indexation of various social payments with due regard to the inflation rate and volatility of consumer prices is an essential challenge of today. It is especially acute in the current situation, when home economy encounters constant pressure, the more effective the model will become, the quicker the goals aimed at cutting the poverty rate and improving social and economic standing of people will be attained. However, the model shall be developed and other steps taken with due regard to realistic possibilities of federal and regional budgets.

Abstract
The global crisis resulted in a serious drop in economic activity, which causes the necessity to transform organizational forms of commercial companies. Today researchers and practical experts more and more often are looking for analogues in biological world comparing organizational development mechanisms and the development of life in general. One form of organizational interaction both for studying and for practical application can be the ecosystem with its macro- and micro-surroundings. Economic ecosystems enter our life, develop flexibly and improve their efficiency at the expense of drastic cost cutting and introduction of their mechanisms in cooperation with users. The recent research in the field of economic ecosystems is discrete and mainly theoretical that can hardly characterize practical mechanisms used nowadays. The important aspect of using the ecosystem approach in entrepreneurial organization management implies a sufficient and adequate set of indicators of expediency and opportunity for building the ecosystem, which is discussed in the article.

Abstract
Within the frames of new system management shaping it becomes necessary to transform mechanisms of competitive advantage. Today three spheres of activity were selected: scientific, technological and personnel from all the priority fields of governmental level. The development and maintenance of scientific and personnel spheres are not possible without a unified system affecting creation, acquisition and efficient use of knowledge. In unstable economic conditions topicality of introducing knowledge management system in organizations is especially valuable. The article studies preconditions of the theory of knowledge management, the idea of post-industrial society and economy of knowledge. The authors characterized types of knowledge, showed value of knowledge in conceptions of organizational management and implicit knowledge. When theoretical aspects of knowledge management models were investigated, the parallel between shaping the system of knowledge management with intellectual capital and intangible resources was drawn. Theoretic aspects of the system of knowledge management were studied within the frames of systematic approach as a universal investigation tool.

Abstract
Current trends of economic development form the necessity to observe new requirements and restrictions. It shows a new turn of the progressive development in different spheres of human activity. Challenges of sustainable development call for concrete positions in the system of risk management. Dynamic emergence of innovation technologies and services speed up processes of decision-making, and urge on business-processes to more serious changes. Today the key lines in business transformation include building-up clean energy and shaping green economy and green society. At the same time, efficiency of business entities’ work is estimated not only in view of financial results, but also within the frames of total ecological effect with simultaneous submission of report data. The goal of the present research is to identify points of growth and development in the system of today’s contradictions and to define priorities of state policy in order to coordinate interests of industry and requirements of sustainable development. The article substantiates the importance of finance sector in the system of providing harmonization of decarbonization policy and economic development. It is also important to take into account the whole list of tools, methods and infrastructural elements promoting the effective interaction of all participants of the decarbonization process at the level of separate state and within the frames of global international space.

Abstract
The article provides factors of successful strategic management of the organization in view of goals of sustainable development (ESG-management), mechanisms of their impact on competitive advantage progress and sustainable development rise. Elements of corporate sustainability of today’s companies are studied and the role of its ecological, economic and social aspects in business-strategy is shown in the long-term perspective. The authors research key methods of monitoring and estimating the efficiency of company sustainable development management. On the basis of the research the author’s interpretation of principle overseas models is put forward, which could form a foundation for reports on economic, ecological and social activity of the organization in Russian circumstances. The authors came to the conclusion, that the absence of reliable indicators for understanding business impact on the environment and society and lack of state regulation represent the basic reasons why many companies have not integrated sustainability in their business–strategy. Therefore, changing economic stimuli is a key precondition for ESG-strategy being effective.

Abstract
Sustainable development in the service sector means a concept of development, which assumes creation of adequate conditions for meeting customer needs. It embraces economic, social, ecological, cultural and technological aspects that should be taken into account for service rendering. The article studies key groups of factors affecting the sustainable development of the organization working in the service sector. Social responsibility implies that services shall take into due consideration social needs and interests, as well as accessibility for all groups of the population. Organizational and economic sustainability means economic efficiency of service rendering processes to ensure sales and profit of the company and free cash flow. Services shall be ecologically sustainable and be harmless for the environment. Cultural factors are also very important, as they support values and comfortable working conditions and interaction with customers, partners and counterparts. Companies should do their best to improve the quality of services and introduce advanced digital technologies and innovation. It will give them an opportunity to be competitive and meet changing needs of their customers. The notion of dynamic sustainability of the organization working in the service sector was put forward by the author.

Abstract
The article provides the author’s methodology of assessing the efficiency of business incubator management in the period of import-substitution. This methodology is based on the regulatory system of social and economic indicators worked out by the prominent soviet economist, O. M. Syroezhin that is used for analyzing finance and economic results. The essence of the method implies comparison of actual sequence of changes in key indicators with standard sequence in order to find the efficiency of economic system. However, it can be difficult to define the standard sequence, especially in market economy.

Abstract
The article studies possibility to use mathematic modeling to resolve practical business-tasks with regard to the necessity to work-out progressive unified approach to the development of company efficiency in conditions of high competition, in particular for defining strategies of interaction of the corporate center and companies with divisional structure. On the basis of theorico-gaming approach methods of building pay matrix were studied to settle conflicts between divisions and corporate center, strategy options for each party and choice of these options were identified and description of cells with prizes and losses was proposed. At the same time transition to 3D pay matrix was put forward, which takes into account time factor focusing on the importance of making decisions in the most appropriate time period.

Abstract
The article deals with specific features of quality management at Russian enterprises in conditions of intensive import-substitution connected with introduction of economic sanctions against our country. The article briefly studies preconditions of imposing economic sanctions, analyzes specificity of conducting import-substitution in the Russian Federation in recent years, identifies key problems in the field of quality management in respect of importsubstituted products and provides recommendations aimed at raising the efficiency of quality management at Russian enterprises in the current situation. In the field of import-substitution we can observe certain positive trends however we face a lot of problems due to withdrawal from Russia and refusal to cooperate on the part of Western companies, which caused the necessity to re-adjust production processes, to alter supply chains and to build renovated systems of product quality management. Provision of high quality of products is one of the most important objectives in new circumstances, but for this end we shall search for new suppliers of high-quality raw materials and components and we need serious changes in business-processes. Current problems in this field include perception of quality management only from instrumental point of view, insufficient attention to customer needs, the absence of clear-cut understanding of benefits provided by executives’ adherence to philosophy of total quality management, difficulties with introduction of process approach to quality management, the absence at the enterprise of orientation to continuous improvement of quality indicators and so on. When these problems are resolved, we can reach success in the field of quality management.

Abstract
The subject of the present article is researching the opportunities to use design-thinking for building the efficient ecosystem model of business. The goal of the research deals with the necessity to study three principle fields of shaping the ecosystem business-model of the company: customers, partners and products/services. We think that prototyping of this model of business organization shall be accomplished along these lines. The article analyzed the origin of the notion ‘design-thinking’ and studied features of shaping the ecosystem of business-model on the basis of design-thinking. The authors learnt the experience of shaping overseas and Russian models of ecosystem business and identified factors of its efficiency. According to our opinion, the use of ecosystem company approaches, which have been analyzed, is a key factor of successful business running in current conditions characterized by growing digitalization and changing of customer behavior patters from off-line to on-line deals. The mentioned customer behavior transformation has been observed in recent years however, the most impressive acceleration of transition to on-line ecosystems took place during COVID-19 pandemic and in the post-pandemic period. The authors are sure that the use of design-thinking, its methodological and instrumental approaches can give an opportunity to make integrated client-oriented offers and create new customer values, especially at the initial stages of developing ecosystem business-models. Effectiveness of using ecosystem business—models was analyzed by RUSECO index (weighted on market capitalization of home corporations), which demonstrated stable upward dynamics up to 2022. The information given by the authors about market capitalization of overseas ecosystem companies testifies in favor of the assumption of expediency of this approach to developing efficient business-models.
