Abstract
The article elaborates the conceptual material published earlier in the journal (Russia has Spread its Wings. Phenomenology of Developing the Global System Contradiction of Our Era// Vestnik of the Russian Plekhanov University of Economics. – 2022. – Vol. 19. – N 5 (125). – pp. 44-53), which requires a specific approach to resolving vital problems facing Russia today. It is caused by unprecedented after the World War 2 institutional challenges launched by the collective West that aim at destruction of the Russian state system, at elimination of Russian identity, at eradication of Russia as it is, as a nation. Earlier the authors revealed specific features of the current stage in developing the global system contradiction ‘creditors – debtors’ and the origin of its sharp phase in view of diverse forms of total hybrid and informational war. Within the context of the present publication the authors characterize a sharp phase of developing the global system contradiction in the current era. Recognition of social and economic contradiction as a global phenomenon of our age was confirmed in the speech by President of Russia V.V.Putin at the plenary session of the 19th annual forum of the International Discussion Club ‘Valdai’: ‘…This forms the principle contradiction of the current epoch… the situation is revolutionary.’ In order to apply and promote social technologies which were chosen and announced a political doctrine the US and UK elites devised and started a keen, rather inventive, cynical propaganda machine, i.e. the machine of lie. The global start of the machine took place on September 11, 2001 that can be called the beginning of the World War 3 – the hybrid war. It was followed by informational and power attacks on countries and nations, peoples of the Earth innocent towards the US and UK. Anglo-Saxon elites shale public opinion in the format of cash-masters’ ideological paradigm, develop and implement mechanisms for transforming public opinion, use the doctrine ‘Overtone Window’, the manipulation matrix of political and social management. Massed informational flow is used to form a ‘smoke-screen’, which can hide true grounds and intentions of architects of global predomination. Military pressure on thoughts, souls and bodies of people, first of all bloody slaughters unleashed by the US, are meant to disrupt foundations of humanistic civilization and secure global predomination over the world and cash masters’ control. Russia has accepted the challenge. Today Russia is facing numerous crucial problems, which must be resolved by all means.

Abstract
On the basis of system approach the article analyzes the development of economic system during movement of investment values (jobs) and human capital by stages of their specification. Economic cycles were discussed briefly and each of them finishes in the late first quarter of the 21st century. With the help of exchange equation the author shows economic investment cycles and stock cycles as a result of business activity aimedatresolvingproblemscreatedbygrowingnumberofhumancapitalanditsdemandforvaluesofcomfortablelife. Cycles of staff business activity were studied, which constantly take the economic system to new stages of investment value specialization. Controversial results of business activity were highlighted, which can cause either a recession of the economic system or galloping inflation. An important role of inflation in managing business activity and developing economic system was underlined. The article identifies the conditions when the poor become poorer and the rich – richer. Special attention was paid to problems that could arise in economic systems in case the sequence in staff business activity is broken.

Abstract
The article analyzes the diagram of demand and supply and identifies median figures, around which demand is formed in case the economic agent presenting it consists of a bigger number of households. The impact of mass media on demand shaping is provided. The article shows how the ad institution influences households and motivates them to buy goods at higher prices. With the help of physicalism analogues of impacts exerted on households are identified and a conclusion is drawn that to analyze economic events it would be useful to apply methods of quantum-relative view of the world instead of traditional methods of mechanicism, which build the foundation of economics. Today’s analogues from physics can enrich tools of economists-theoreticians and provide new interpretations of behaviorist economics, for example why and in what way it is possible to single out a group with certain characteristics from of community of people. This method of putting people in target audience is widely used in advertising even today, which within the frames of globalization economy is becoming a specific tool of shaping society of sentiments. The article uses this term to designate households that under the influence of ads form their expectations about product usefulness. It can give an opportunity to the economic agent that enters the market with product proposal to sell it at the price, whose median figure is higher that the mean product price. In accordance with ideas of physicalistic nature the article demonstrates trends for restructuring national economic space in view of globalization model of economy termination. The author regards economic space as an analogue of electro-magnetic field and the Internet as its extension and he came to the conclusion about changes in methods of influencing households. Sentiment is replaced by methods of joint control that are built by social networks, for instance in bloggers’ community. Such community is often formed by national traits and reputation plays an important role in it.

Abstract
Problems dealing with legal regulations of food waste handling are an acute sphere for the Russian Federation. Foods with expiring period and food losses can contaminate the environment and harmful and dangerous substances, which they exude, can get into near-by springs, rivers and arable fields. Water from contaminated rivers and springs, as well as bread cultivated on such fields can be consumed by peoples living in surrounding villages and towns, which can ruin their health. Today the effective system of food waste regulation includes numerous legislative and normative acts inscribed in different legislative blocks: general legislation, legislation on wastes, veterinary legislation and legislation on technical regulation, sanitary and epidemiologic legislation. However, there are a lot of problems dealing with food waste handling that have not been exposed in a proper way. The Federal Law dated June 24, 1998 N 89-FZ ‘Concerning Wastes of Production and Consumption’ does not provide the definition of ‘food waste’. The requirements for obligatory separate stocking of foods are stipulated only by legislation on technical regulation and sanitary and epidemiologic legislation. The requirements for utilization of foods are envisaged by veterinary legislation, legislation on technical regulation and sanitary and epidemiologic legislation. The owner of food waste can chose ways and conditions of utilization and possible methods of food waste destruction. After analyzing the effective normative acts covering requirements for food waste handling the authors came to the conclusion that the major part of these legislative blocks does not provide conditions of priority utilization of food waste.

Abstract
The article deals with problems of ecological insurance of arctic oil and gas producing shelf projects in Russia and possible ways of its development. The authors put forward the method of estimating financial security of operations on eliminating possible ecological damage in case of hydrocarbon spill on arctic shelf oil and gas producing fields and study oil spills on arctic shelf fields ‘Prirazlomnoye’ and ‘Pobeda’. They estimate the cost of measures aimed at elimination of such incidents and propose a special indicator, i.e. financial loss factor for oil spill. Empiric conclusions obtained by comparative analysis of legislation in the field of ecology of entrails use in Russia, Norway, the US and Canada can be used for optimization of the effective Russian legislation and introduction of obligatory ecological insurance. Data of mathematic spill modeling can be applied by insurance companies for calculating insurance premium, by Rosprirodnadzor – for charging penalties and for other supervision bodies – for underwriting oil and gas arctic projects.

Abstract
The topic of the research is acute due to the fact that for a couple of years labour market of each region and Russia as a whole has been suffering turbulence because of changes in economic situation. It always responds sharply to all changes taking place in the field of economy. The article provides results of differentiation of cities and city districts of the Orenburg region by registered unemployment rate in 2017 and 2020. The choice of time slots for the research is stipulated by changes in regional labour market connected with the pass-over to digitalization, as well as impact of crisis events in economy. Estimation of varying parameters allows us to see heterogeneity in cities and city districts of Orenburzhiya. As a result of cluster analysis groups of administrative territories of the Orenburg region were found that are characterized by high, average and low level of registered unemployment indicators. Slight changes in cluster structure were identified. Results of cluster-groups comparison can be used as a foundation for devising regional employment policy aiming at smoothing differences between cities and city districts in the Orenburg region by key indicators of this sphere of economy development.

Abstract
Stock market is seen as a sum total of different happenings, especially if we speak about share price. However, share price, as any other economic phenomenon is a combination of chance and law. Occasional nature of share price is evident in its everyday trading. In this case law is hidden under the opportunity to forecast share prices. For longterm periods law-governed nature of share price can be seen in its trend to growth, which can be accompanied by stock crises. The stock crisis in all its worth, as an even and as a process of share price drop is also a stock market law similar to a trend of its growth in time based on unlimited process of growing profit functioning capital. The law of changing the share price in the long-run period is a combination of opposite laws. Chance built in the growth trend, on the one hand includes uncertainty of both duration of share price growth period and characteristics of its drop during stock crises. On the other hand, long-term dynamics of share price is dynamics of its short-term casual changes.

Abstract

The article studies investment activity of the population on Russian stock market in 2015–2022. The research used data and analytical information of the Federal Service of State Statistics, the Central Bank of the Russian Federation, the Moscow Exchange, NAFI Analytical Center. The authors ground the importance of attracting individuals to the stock market in conditions of economic sanctions introduced against Russia. They come to the conclusion that the growth in the number of private investors and the amount of funds on individual investment accounts are influenced by concessional taxation, higher real incomes of the population, improving financial literacy and trust to the stock market, as well as simplifying registration and trade on stock market and rising profitability of investing into shares and bonds. The adverse impact on the number of brokers’ clients and the amount of funds on individual investment accounts is rendered by deposit rates in banks, dropping confidence to stock market and deterioration in conditions for saving building. The authors provide recommendations on developing the stock market in Russia, which include extension of concessional taxation on transactions with securities by individuals, better accessibility of digital tools and services, for instance by the ‘Marketplace’ project, higher level of finance literacy of the population, especially in rural and remote regions.

Abstract

The article provides the author’s methodology of analyzing industry response to external shock, which gives an opportunity to assess changes in price for products under the external influence, such as changes in tax policy of state, impact of sanctions, investment policy, steps of competitors and competing industries, etc. in order to reach balance. This is especially important in the period of overall uncertainty and turbulence of economic processes. Industry response to external shocks is analyzed on the basis of the model of general declining gradient. This methodology can help find price balance of different industries, it can also help conduct thorough analysis, identify facts affecting the present processes, model scenarios of their development while implementing various managerial decisions. The authors draw the conclusion that the present methodology is effective and it corresponds to analyzing and modeling of economy.

Abstract

Today organization competitiveness depends mainly on the development of HR potential and the process of labour resource management. In personnel training the process of knowledge management is on the foreground, its introduction can render positive effect both on production process and HR management of the organization. The article pays special attention to the definition of such notions as ‘knowledge’, ‘knowledge management’, ‘development of HR potential’, shows academic activity in this field in 2018–2022 on the part of home authors and finds interconnection between the process of knowledge management and development of HR potential. The author analyzed and systematized key trends of the subject area. Findings of the research demonstrate that for home scientists the problems of attracting highly-qualified personnel and adaptation of HR potential to organizational transformations are especially acute. According to Elibrary.ru data the biggest number of studies dealing with knowledge management and development of HR potential during the last 5 years were carried out in the field of education, digitalization and HR management.

Abstract

The article analyzes key theories, reasons for building and functioning of integrated entrepreneurial structures. The authors regard the essence of mergers and acquisitions (M & A) as economic phenomena dealing with capital concentration, which makes it possible to highlight their gradual complication with each stage of global economy development. They define the notion ‘integrated infrastructure of entrepreneurship’, which means a sum total of economic business units that reach mutual coordination in organizational-economic and financial-credit fields in order to resolve common problems and obtain synergy effect. The article studied two principle theories available in today’s economics substantiating benefits of company amalgamation through M & A into integrated business structures: the theory of synergy or the theory of added economic value growth and the theory of pride. By researching detailed classifications of reasons for M & A of companies, goals of integration agreements in view of their participants the classification of reasons was worked out by the following classification signs: reasons of current work efficiency, finance reasons and reasons for gaining competitive advantages. Specific features of home practice in the field of M & A operations were identified and characterized, which include bankruptcy and raiding.

Abstract

Even the most successful business could come across such obstacles that would put the company out of operation. Executives and owners try to minimize costs and risks during crisis and search for support on the part of independent experts. And it is specialists on consulting, who can help disperse resources, fix in-company processes, optimize costs and provide answers to other important questions. Home literature shows academic interest in changes and transformations in Russian consulting. However, today prospects and trends of the consulting market development are rather acute, as well as integration of the Russian Federation in international consulting service market based on the new structure of international relations. These circumstances demonstrate the necessity of further academic research in this subject field and make research problems even more topical. The goal of the article is to analyze principle structural transformations and identify promising trajectories of developing Russian consulting market in conditions of global reformation of world economic links. The article shows transformation of the consulting field in current situation, highlights today’s changes and trends, researches the present day standing and assesses lines in the development of consulting market in Russia. The authors conducted structural analysis of offers on consulting service market in conditions of current changes in global policy and economy and identified priorities and prospects of consulting development in Russia. Current processes of restructuring Russian consulting market were systematized, indicators of today’s standing were specified, major trends of developing consulting service market in Russia were presented, echeloned structure of consulting offer on the market was described, priorities and prospects of developing consulting on the territory of Russia in conditions of global transformation of world economic links were grounded. Academic conclusions and findings of the research can be useful for management of Russian companies in choosing potential executors of consulting projects, at the same time they can be used by consulting company and other professional communities.

Abstract

Year after year social responsibility becomes more popular among companies. Today nearly all companies introduce this concept. In spite of rather long evolution and transformation of this concept in Russia, it should be pointed out that by 2020 social responsibility began spreading among small and medium business, however the crisis had a serious impact on it. A lot of companies started fighting for survival and responsibility to others stepped back. The goal of the research is to study in what way the format and types of social activities changes when corona virus turned up. The article analyzes theoretical approaches to the notion ‘social responsibility’ and provides findings of the survey among representatives of small business trading on marketplaces. The research shows that entrepreneurs shifted their attention to the on-line format and started to distribute their priorities in a different way. The author highlighted the acute trends in conditions of economic crisis in Russia, identified lines in developing social responsibility and also pointed out problems, which have been focused on by entrepreneurs and those, which should be distinguished in the near future.

Abstract

As a rule to shape culture executives would use traditional principles of management typical of companies of the 20th century, they build relations with a high distance of authority and leave no space for creativity, flexibility and independence of personnel. This type of culture is alien to employees, it does not meet today’s requirements and at the same time it hinders the development of the executive himself/herself. Present day challenges need both new technologies and innovation and transformation of corporate culture into flexible adaptive system, which proves management with an opportunity to interact with the team in a more effective way. The article researches characteristics of bureaucratic culture typical of today’s state and municipal enterprises. In the structure of corporate culture the author shows the role of artifacts, declared values basic ideas, business ethics and standardization level. Missions and values of state-owned companies were assessed and advantages and drawbacks of their corporate culture were shown. As a result of the research the author put forward a model of corporate culture elements appropriate for the present day state-owned company. This article will be useful for executives of state and municipal organizations, as well as specialists dealing with the development of corporate culture in the state sector.

Abstract

The ecosystem business-model is a rather new phenomenon, thus unified methodology of estimating its efficiency has not been formed yet. The majority of researchers focus on the fact that there is a bank in the ecosystem foundation. The article proposes to study ecosystems without binding to any concrete type of activity, for instance, banking, telecommunication, etc. The author highlights a number of aspects that should be necessarily taken into account in resolving this problem. To estimate the efficiency of ecosystem business methodology is put forward based on integral indicator, which includes the following groups of criteria in key lines: operation-synergetic, finance-investment, digital and regulatory. In each of the 4 groups the author identifies factors for estimation and underlines that they can be corrected depending on specific functioning of concrete business-ecosystem. The provided methodology can be used by management of organizations dealing with business-ecosystem building, investors, heads of ministries and departments supervising these directions in order to analyze and take steps aimed at raising the efficiency of the work.

Abstract

The article studies problems dealing with restoration and social and economic development of the Donetsk People’s Republic. The key line in providing economic growth of the republic is reconstruction of the agro-industrial complex. Recovery and development of agricultural organizations and enterprises of food industry is a crucial vector for ensuring social and economic stability and security of each country. The major goal of the article is to analyze current problems of agro-industrial complex development and to elaborate proposals aimed at its restoration and development. The analysis showed that the most serious factor affecting operation of agro-industrial enterprises is a high degree of manufacturing capacity destruction due to the military conflict. The work of these enterprises is also hindered by the low material and technical support, personnel outflow, etc. Therefore, a low level of enterprise development causes the absence of foods of local production for the population and growth in social tension because of price rise on imported goods. The practical importance of the research consists of working-out a complex of steps aimed at restoration of agro-industrial enterprises on the basis of program and target method. The principle provisions of the mechanism for developing the agroindustrial complex of the Donetsk People’s Republic represent a set of steps on financing the industry target at restoration and putting into operation the strategically important enterprises.

Abstract

The implementation of the sustainable development goals, together with the need to change the technological structure based on the support of innovations, require diverse assessments based on expertise conducted within the framework of scientific and technical support (STS). The existing STS framework, defined by industry legislation in the field of nuclear energy, is becoming narrow for solving the tasks of breakthrough technological development of the Russian industry. For the management of organizations, scientific and technical expertise should serve as a justification for decisions made as part of a risk-oriented approach to management. The article presents the results of an expert survey of representatives of industrial organizations involved in the implementation of the sustainable development goals, concerning the assessment of the demand and need for the implementation of expertise of STS in their activities. The results of the survey show us the functional areas of activity of industrial organizations that are most in need of STS. The survey results set forth the tasks of forming the institute of scientific and technical support in the economy of sustainable development of Russia and serve as the basis for the need for modeling the activities of organizations providing scientific and technical support.

Abstract

Today’s world is subjected to fast and deep changes, which is caused both by global transformations, their local specific features and profiles and wide proliferation of digitalization affecting all spheres of life for individuals, society and whole territories. Nowadays territories themselves need marketing so that entities of management could attain goals of different level. The goal of the article is to substantiate conceptual approach to territory marketing as a factor of social and economic city development in conditions of economy digitalization. The research used such general academic methods as analysis and synthesis, induction and deduction; specific methods – from abstract to concrete; systematization and generalization; economic-logical analysis; modeling. The proposed conceptual approach of territory marketing within the frames of social and economic development of territorial structures does not contradict to current views on theory and practice of managing social and economic development of territories but acts as their logical extension. Its implementation could provide continuous improvement of managerial processes in view of new comprehension of territory essence as a self-organizing system and as a summarizing, exhaustive resource identified on the basis of finding new signs of territorial product in the marketing-mix complex.

Abstract

The article presents methodology of the Marketing story agency and the author, which includes the algorithm for building brand platform for the promising project of the company in the horeca sphere. It is necessary to specify the notion of the term ‘brand platform’ for the sphere of services and public catering, to identify tasks and functions of using the brand platform in order to shape and maintain competitive advantages and promote the new company on the target market n Moscow. It is characterized as complicated and highly competitive, which explains the need to research thoroughly the sources of competitive advantages of the new project, changing customer requests and the essence of value offered to the market. To substantiate the concept of the brand platform the author proposes a scheme of company new project launch to the market, where the principle role is paid by stages of the research and goal-setting and it can also provide a basis for developing the brand platform. It is considered to form an ideological foundation of company business aimed at shaping and delivering value to customer. The brand platform of a new company can help elaborate a marketing program, which plans in detail and implements steps by elements of the marketing complex and could provide success for new project launch in horeca sphere on highly competitive market of Moscow.
