Abstract
The article deals with training specialists in the field of labour relations, which is connected with shaping market relations in Russia and as a result requires designing a separate independent direction for training specialists of professional education in HR management as this demand is constantly rising. The mentioned trend complies with the international practice of training specialists in the field of labour and demonstrates the initiatives put forward by the National Association of HR Managers, the Russian Association of Industrialists and Entrepreneurs and higher educational institutions. The authors identify problems of developing the profession, show first results of designing professional standards on HR management. They prove the inevitability of training specialists with orientation to micro- and macro-level. A suggestion was made concerning setting up new departments: HR Management and Labour Market Management.

Abstract
The article shows modern trends in the development of the system of professional education in Russia and identifies the present problems and objectives requiring urgent solutions. According to the authors one objective is the necessity to show the content of the future work and its dynamic changes in the results of learners' training. The authors ground the expediency of designing a new system of links between educational institutions and different agents of external social and economic environment, discuss possible approaches to assessing the efficiency of such interaction and come to the conclusion about the importance of improving the present tools of assessment. General indicators of assessing the efficiency of the present system of partnership were systemized and specific features of their application were identified. Mathematic formulas for calculating the efficiency of partnership were provided for each of the approaches.

Abstract
Mergers and acquisitions in Russian higher education are extremely topical for us, as government plans to restructure higher school. One way to improve the quality of education is to enlarge educational institutions by joining weaker universities to stronger ones. The article specifies the idea of such notions as mergers and acquisitions in education and shows typical problems arising during universities' merger. The authors identify key stages of merging educational institutions and necessary staff solutions. Criteria to estimate staff potential of universities were formulated, approaches to estimation of the efficiency of merger processes were put forward.

Abstract
The article describes objective pre-conditions and theoretical basis for designing the theory of clusters, analyzes the contribution of Russian and overseas scientists to this theory. Specific notions are demonstrated and organizational structure of clusters are investigated. Special attention is paid to innovative clusters as an advanced form of structural shapes in economy aimed at raising competitiveness of countries. The author comes to the conclusion that the most important factor for building a mature cluster and its innovative effects is close interaction of representatives of three leading institutional sectors: science, business and power.

Abstract
Success of budgeting depends both on thorough compliance with all regulations and procedures of making up and checking budget performance and on the level of training and qualification of managers and executors of the budget process. The article depicts opportunities of managerial and marginal formats of budgets. It is shown that managerial format of principle corporate budgets can be used to calculate the planned figure of economic added value, free cash flow and other key values, while marginal format to carry out CVP analysis for the company in general and for separate types of products. The authors put forward recommendations aimed at coordinating finance figures with the motivation system. They stipulate the necessity to raise the quality of finance planning and budgeting, including cases of higher involvement of top management and ordinary employees in the budgeting process. Requirements to software used in the process of finance planning and budgeting automation were formulated. Abstract
Reforms being conducted in the country at the present time, which could change social institutions, and parameters, sharp attention to social problems on the part of organizations and management are connected both with new contexts of well-known notions and new neologisms. The article provides characteristics of finance in the context of socio-economics investigating two-way links between economic and social aspects of life. The new discourse in understanding finance is supplied with social aspect. Conceptualization of finance as a social category, whose nature is social even in its origin means that social characteristic is typical of all subsystems of financial relations and first of all, of state budget. The author analyzes allocation of budget funds from the federal budget for 2015-2017 by sectors of budget classification and draws a conclusion that all 14 sectors of expenditure of the federal budget are social and not only 5-11 sectors dealing directly with social and cultural expenses.

Abstract
The article deals with interaction of bank and credit organizations and other entities in the process of their functioning in the present structure of commercial, industrial and social links. The impact of bank as a component of the banking system on shaping positive atmosphere in business and public life is multi-sided. A responsible bank can affect partners and motivate them to pursue social policy aimed at resolving social problems, which in the end could provide an opportunity for the whole group of enterprises to cooperate with local authorities, governmental structures and public organizations. The author compares principles of corporate social responsibility which exist in different countries and based on socio-cultural peculiarities of society development, such as economic, geographic, historic, ethical, humanitarian. These models are grouped within the frames of typical models.

Abstract
The article describes approaches to the impact of state economic policy on the industrial sphere in the process of economy diversification, which are used in global practice. The author identifies three groups of countries (the EU, the US, Asian-Pacific countries) and for each of them he defines key peculiarities of economic policy from the point of view of economy diversification . On the basis of these countries' experience three models of economic policy in economy diversification were analyzed: European, American, Asian-Pacific. For each of these models key specific features allowing us to characterize the process of designing policy diversification were demonstrated. Concrete directions of state economic policy aiming at national economy diversification were identified.

Abstract
Finance literacy is essential for present day people along with skills of first aid or traffic regulations. Without fundamental knowledge about stock exchange and key finance instruments it is impossible even to take account of profits and expenditure and long-term planning of finance. Unfortunately, the current level of finance literacy of the population cannot allow us to speak about the high level of finance independence and protection of citizens against fraud on stock exchanges. By analyzing the present National Program of Enhancing the Level of Finance Literacy of the Population the author puts forward possible approaches to improving the situation.

Abstract
The article analyzes the process of formation of the notion 'land resources', shows its importance for Russian society for a certain period of time and substantiates the interrelation between the development of Russian society and state with regard to specific features of the available land resource. The authors underline the importance of relations between Russian public and state (represented by officials of different administrative level) which are being formed by joint use of this resource. They put forward algorithm of rational use of land resource with regard to all criteria and figures showing different type composition, value of resources located on a certain territory, their importance for local population and expediency of their use in the near future. Authors' understanding of the notion 'social-public clusters' was formulated and a model of the process of consolidating interests dealing with land use in Russia was designed.

Abstract
The article provides examples of erroneous decisions made by company executives. The most effective and illustrative method deals even with successful companies. Some companies are able to cope with the crisis, which was a result of hasty steps, others are not and they are ruined. The author instructs what should be done by the manager in order to avoid such situations and what should be omitted and how to minimize losses caused by incompetence in management. The article systematizes erroneous decisions and then moves them to practice. The main idea - lessons should be learned from mistakes.

The article discloses substance aspects of competitiveness of professional entities. The author provides her understanding of competitiveness of activity entities which is described as a controlled social phenomenon. It depends on many inter-dependent social factors. The author grounds the idea that competitiveness of professional activity entities includes motivation for attaining success, professionalism, efficient work and responsibility for its results, constructive behaviour. To improve competitiveness of collective entities the author offers to form social and ethic strategies oriented not only to profit gaining but also to realization of value targets taking into account priority values, such as cooperation, partnership, spiritual values, honesty, justice.

Abstract
Innovation component of the company development is a key source of its growth. Due to increasing internal and external competition innovation becomes the most important component of management oriented to strategic success. The author identifies four basic directions of the company innovation activity: developing new products, modernizing existing goods, developing new technological process, upgrading industrial equipment. For each of these directions the author designs a system of indicators which can allow the manager to evaluate the efficiency of work. The approach to evaluation of the total innovation activity of business was described. For this purpose the author shows direct and indirect indicators of the company innovation activity.

Abstract
The article demonstrates multisided nature of the notion 'state administration'. The author puts forward a new definition for this category, which shows such important ideas as feedback, managerial work, administrative impact, power authorities. He analyzes the role and place of feedback in the process of state administration. The aim of feedback is getting information from the object of administration and delivering it to the entity of administration in order to do research within the frames of managerial work. The article puts forward suggestions aimed at developing state administration. First of all it means a new paradigm in relations between the object and entity of administration, wider use of 'sites' to provide feedback from the object of administration.

Abstract
Socially important projects aiming at customer behaviour and solutions influence lately both society and work of separate companies, governmental institutions and the whole state. The article provides the concept of convergent customer-behaviour, where special attention is paid to convergence of sciences not very closely connected with each other, for example economics and physiology, marketing and project management, sociology and psychology, behaviorism and conflictology, inter-person communication and innovating. At the same time the authors write that theory and methodology of these sciences are complementary in respect to the most important aspects of human activity affecting the quality of society life in general or its part. The focus of assessing the results of projecting technical (technological) or social innovations should be moved to humanization of the goals and socialization of problems resolved. Convergence of scientific tools designed by the authors for such projecting evolve the concept of projecting into socio-technical model.

Abstract
Marketing of industrial services is interesting due to specific features of inner marketing processes. The article analyzes existing market of industrial electro-technical equipment and the portfolio of services of its key players. The author supports the idea that equipment manufacturer offers the biggest number of different services for this equipment. The article provides an algorithm of marketing decision-making aimed at optimization of portfolio of services, which can allow us to study the existing service portfolio, forecast the trend of its development and offer optimal set of services with maximum possibility of success.

Abstract
The article studies the dynamics of population deposits in commercial banks in the Russian Federation and demonstrates their growth in all regions of the country. The analysis of regional structure of individual deposits shows their concentration in credit organizations of the Central Federal District. The author grouped entities of the Russian Federation by the value of private deposits, which shows considerable regional differences in the level of depositing private funds in credit organizations. A serious dependence of private deposits in commercial banks on the income of population in regions was demonstrated.

Abstract
The article through analyzing federal and regional law in the field of state-private partnership shows contradictions and problems existing in the legal field, which prevent the development of this phenomenon in Russia, such as the absence of clear guarantees minimizing risks for business; antagonism between concessional legislation and laws about investment activity; declarative nature of many regional laws, etc. The author assesses the efficiency of such finance institutions of state-private partnership as the Investment Fund and Vnesheconombank. Principle investment risks in Russia were identified as they can influence the development of highly technological industries providing growth of Russian economy.

Abstract
The article deals with analysis of philosophic views of one representative of Italian existentialism - Enzo Pachi. It investigates principle ideas of his philosophy, his attempts to link irrational with rational in the problem of world structure. Using key sources of the essence of positive existentialism we can see how philosophy of Pachi is connected with Gusserl phenomenology, some ideas of Marx and other philosophers who thought about the human being. Positive existentialism of Pachi is considered to be non-system philosophy, which is open to different ideas and directed to uniting people through overcoming their problems. The author comes to the conclusion that philosophy of E.Pachi is an integral and important part of existentialism as a philosophic trend in general.
