Abstract

The article was written at the height of the coronavirus pandemic, when unprecedented restrictive measures were taken regarding the activities of a large proportion of economic actors to ensure a regime of self-isolation and social distance. The article attempts, on the basis of a synthesis of expert and analytical materials published during the pandemic in various information sources and the results of sociological studies assessing its real socio-economic consequences, to provide forecasts for the near and distant prospects, taking into account various parameters of an economic and social nature. The impact of the pandemic on macroeconomic indicators, the situation on the labor market, the dynamics of income of the population was considered. The social consequences of the pandemic are analysed separately, in particular in the field of health care, education, social support, social and labour relations, as well as the peculiarities of the relationship between power and society. The Russian economy is facing a recession corresponding to the long-term recession of the world economy. According to the authors, the scale and social consequences of this recession can be reduced for Russia. The formation of an anti-crisis fund to support economic sectors and citizens against the background of the coronavirus situation should lead at all levels of government to the adoption of constructive management decisions and the effective use of each ruble.

Abstract

The topic of the article is acute due to different factors, on the one hand, it is the 120th anniversary of F. A. Hayek, the Nobel prize winner, who was awarded for a series of works dealing with the theory of private money and on the other hand, it is a controversial standing of the Central Bank within the frames of the current monetary system. Therefore, the research includes two interconnected sections: the theory of private money put forward by F. A. Hayek and the Central Bank as an emission body. The goal of the research is to analyze the theory of private money from the standpoint of the Russian school of economic thought and to show the groundless granting of the emission function to the Central Bank in today’s conditions. The article used methods of analysis and synthesis, deduction and induction, organic sequence and others. The author came to the conclusion that such foundation of cash emission as the Central Bank reputation is groundless and even exceeds the limits of science competence, as it is based on violation of the fundamental law of the material world development, i.e. the law of conversion of matter, energy. The bank reputation cannot be estimated by anything and at the same time it cannot be compared with the volume of cash emission. The status of the Central Bank as an emission body (a bank of banks) should be transformed.

Abstract

The author by analyzing theoretical ideas put forward b y A. Yu. Simanovskiy in the research ‘Concerning Economic Nature of Crypto-Currency’, which was published in the journal “Issues of Economics’ provides his own opinion concerning whether currency (including crypto-currency) can have economic nature. This question is not rhetoric and has nothing to do with casuistry. It is essential, principle and touches upon problems dealing with national security. On the basis of system-functional analysis and achievements of modern theory of money and using its fundamental provisions the author considers the content of money in dialectic unity of form transformation (material, money, paper, electronic) and spheres (social – money as a symbol; economic – bank notes; political and legal – monetary units) of their being. It is shown that currency, especially crypto-currency cannot have economic nature. In this connection the author studying the process of historical transformation of international monetary systems with regard to achievements of finance, technical and social engineering aimed at creation of ‘digital gold’ thinks that the social and economic model of the future international monetary system has been tested already.

Abstract

Healthy nutrition has a positive impact on human body functioning, however, the foundation of long and active life is laid in childhood and teenage years. The article provides information about using normative, technical and technological documents for organization of nutrition for schoolchildren in secondary education institutions located in places of residence of aboriginal population in the Far East. State policy concerning the development of these areas is expressed in a number of regulating documents of the federal level, where serious attention is paid to organization of hot meals for schoolchildren. On the territory of the Russian Federation ‘Rospotrebnadzor’ acts as a regulating and controlling body in the field of organization of nutrition in secondary education institutions and ‘SanPin’ is the principle regulating documents. The authors analyzed the requirements put forward by the regulator, which cannot take into account all specific features of physiology of schoolchildren’s nutrition, regional specificities and traditional nutrition culture, which underlines topicality of the research. Exclusion of traditional for Northern people food and its replacement with food typical of Central Russia cannot improve health of the rising generation. If we change this situation, it could enhance children’s health in the region and promote the development of local craft and small enterprises dealing with storing-up traditional food stuffs.

Abstract

The article studies specific features of economic integration processes in the context of regional market space clustering. Methodological principles of today’s cluster systems are shown and their signs are identified with signs of heterogeneous network associations. The concept of cluster development is investigated in view of the theory of economic complexity in three analytical sections: production agglomerations, innovation ecosystems and cluster initiatives. Transaction nature of innovation character of cluster systems was revealed. The dependence was grounded of innovative cluster opportunities on synergy effects arising as a result of collaboration of participants’ interaction on principles of triple spiral (business, state, science and education field). The author found the objective necessity of raising the level of developing the network interaction in order to avoid the formal approach to cluster functioning. The author puts forward the model of economic clusterization in conditions of innovation economy. The regional economic system is structured with regard to cluster presence, functioning of the network mechanism of coordination activity and symbiosis of hierarchical and market system components. Key types of state cluster policy and important trends in cluster support, which includes cluster initiatives, cluster technologies and cluster consulting in priority of strategic management at the regional level. A conclusion was made that clusters were assigned a part of system-forming elements of sustainable development in regional market space.

Abstract

The goal of the research is to study changes in remuneration systems in Public Health during the period of passingover from the soviet remuneration system in Public Health to the remuneration system effective during these years. The authors find and analyze reasons that caused the necessity of changes, which took place lately. It is shown that changes in the remuneration system are connected with changes in economic relations in society. The article studies preconditions and possible consequences of passing-over from the regional remuneration system to sectoral one. Because of termination of the period fixed for implementation of May Decrees of the President, new economic reality and new presidential instructions in the field of medical workers’ remuneration the authors propose to revise the existing remuneration systems, to give up control over remuneration rate per individual on average by entity of the Russian Federation, to start monitoring the rate of guaranteed proportion of remuneration calculating on the wage and to introduce the basic wages envisaged by the Labour Code, which should not be linked to the average wage rate by regions.

Abstract

Finance management is an integral part of the general system of organization management, it is considered as an object and means of strategic management, as a sum total of methods and ways, which could provide enhancement of finance sustainability and obtaining maximum profits from functioning in the interests of its owners. However, finance management as a part of organization management requires formalization in view of choosing and applying finance tools of strategic planning, where strategy of organization development is seen as goal setting that can ensure the leading positions on market. The article analyzes financial development and organization standing on the basis of finance monitoring conducted by the service of finance control. According to the authors, it could resolve a number of problems, such as development and use of methodology of assessing business value with regard to rising profit, providing full finance accounting to executives and business owners.

Abstract

The high degree of monopolization of the power complex in the Russian Federation, on the one hand, and state regulation, on the other hand, can cause a decline in the efficiency of entrepreneurial structures’ functioning in electric engineering. From the point of view of theory and methodology the research studies possibilities to shape competitive relations in electric engineering and analyzes regular risks in electric engineering companies’ work. In practical view the lines in raising the efficiency of entrepreneurial structures are investigated. The authors show feasibility of using DEA methods and the standard method for raising the efficiency of electric engineering companies’ work and fixing a grounded tariff on electric power. As a scientific tool for conducting the research the authors chose such general academic and specific methods as the method of system analysis, the method of retrospective analysis, analytical methods of data research. Empiric materials of the research are presented by information of the Federal Service of State Statistics, public data of monitoring the adopted tariff solutions provided by the Federal Antitrust Service.

Abstract

The article studies a number of issues connected with the development of physical culture and sport in the Russian Federation on today’s stage. The authors investigated several models of sport development formed on the basis of international experience. The first model is typical of countries with social structure, where everything is based on budget sources of sport support. The second model is connected with using resources of philanthropists and sponsors. The third model is a combination of first two approaches. When the fourth model is used the focus is made on their own commercial activity with a small share of other sources. The process of professional sport development in Russia moves from the first model to the second and the third one, while the role of the fourth one is growing. The article also provides the normative and legal field of financing physical culture and sport in the Russian Federation, analyzes direct budget steps of support (cash expenses in totality and in section of key articles for 2011–2019) and indirect tax and non-tax steps of support of physical culture and sport. The international practice of supporting sport industry as a socially important field of public relations was shown. The authors underline the most promising lines in motivating the development that could bring the highest economic effect both for professional (commercial) and for mass (amateur) sport, as well as for sport of high achievements, which can foster strengthening the human potential of Russia.

Abstract

The article shows results of researching the projects that exist in St. Petersburg. Constructive and cost parameters of power stations, which pass and distribute electric power were found and possibility to estimate the degree of parametric similarity of the project being devised with the analogues project by using the method of cluster analysis by homogeneity principle. It was found out that the procedure of clustering gives an opportunity to get homogeneous in quality samples of needed projects, which in its turn provides a chance to choose the nearest analogue and on its foundation to forecast the cost of the project. On the basis of the method of expert estimations and respective coefficients methodology of modeling the project cost was designed, whose goal is to evaluate the precise cost of the project, which differs from the analogue by parameters. This methodology can allow us with more trustworthiness to identify the future cot of the project and to give possibility to change the cost. The approach put forward by the authors is built on the basis of mathematic model data that speed up the process of selecting analogues and modeling cost of the project.

Abstract

Today’s business-environment is characterized by fast changes, serious diversity and tightening connection between its elements. These factors typical of this environment require new approaches to transformation of existing business-models. Perceiving conceptual description of entrepreneurial activity in the light of ecosystem, organizations can ensure their survival and at the same time raise the efficiency of their functioning. The article also studies processes of interaction and interdependence of organizations, their ecosystems and business-environment. The author identifies a number of characteristics, which are obligatory for ecosystem for successful functioning in the turbulent social and economic environment: heterogeneity, modality, redundancy, adaptation, pro-activity, confidentiality. Special attention during transformation processes of business-models towards ecosystems is paid to shaping a relative system of management, organizational structure and corporate culture. A specific role of the ecosystem leader is underlined, which determines its development and key rules of the ecosystem center (its driver) are shown and advantages of all its participants are described. The author characterizes the current stage of the ecosystem development and shows possible prospects of their shaping.

Abstract

The article provides the research results, whose goal is to study problems of business-process controlling and to design methodological approaches and recommendations on practical realization of complex management of business-processes by using digital technologies at enterprises of service sector. The authors show and substantiate in theory business-processes at enterprises providing hairdressing services. A new vision of managing businessprocesses in current conditions of business is shown. Key principles and criteria of business-process optimization are identified, recommendations on resolving problems of using digital technologies are provided, which are necessary to optimize business-processes at the enterprise and on practical realization of complex management of businessprocesses at enterprises by using digital technologies, such as chat-bots and OCR/ICR systems meant for optical recognition and digitalization of enterprise work. The article shows that the use of modern digital technologies provides endless possibilities for business-process improvement by special systems that can change and enhance them continuously. It can simplify management methods, cut the cost of process optimization. The authors propose to introduce the system of business-process controlling and recommend to use indicators of enterprise work efficiency in view of separate processes.

Abstract

The article examines the reasons for Netflix's economic success. It is noted that Netflix's growing popularity is an example of the processes of digitization and globalization characteristic of modern cultural industries. Among the main reasons for Netflix's economic success are an effective automatic system of recommendations and a high degree of vertical integration – a combination of the service of all stages of the film business: from the decision to produce content to its display to final consumer. The impact of Netflix on the practice of consuming films in the digital age has been considered, noting that the automatic system of recommendations used by the service and algorithms of search optimization can pose a threat to the free choice of consumers. Netflix's success is seen in terms of the West's unsymmetrical influence on global culture. The author concludes that Netflix's model is an example of the growing commercialization of cultural industries, the commodification of culture and carries certain risks of an aesthetic and cultural nature. However, it shows economic feasibility. For minimization of the related sociocultural risks it is important to keep alive a variety of forms of cultural production and consumption – a task in which the state can play a significant role.

Abstract

Improving finance literacy of the population is a tool of the state struggle against finance fraud. However, the real goal of programs of finance literacy of the population is, as a rule an objective need to control finance behavior of the population by offering people certain ways of keeping money, its investing and such spending, which can turn the process of private consumption into the process of profit gaining and increase the involvement of all layers of the population that depend on goals and values of global capital into debt relations. The authors analyze interrelations between finance literacy of the population and a rise in trust, confidence to finance science, practice and to professional participants of finance market. They found the dependence of the level of finance trust in professionals of finance markets on the level of finance literacy of the population. At the same time it was pointed out that the growth in finance trust in society can become a nutrient medium for finance fraud, which in its turn affects the population irrespective of the level of people’s finance literacy. The authors underline, that though the rise in finance literacy of the population is a positive phenomenon, it is always accompanied by the growth in finance fraud.

Abstract

The article deals with adoption of a new framework regulation of direct foreign investment (DFI) of the European Union in condition of shaping a polycentric system of international relations and re-balancing of global players’ forces, which is accompanied by weakening the positions of the EU on global market and strengthening China as a new superpower. In this situation the EU tries to reinforce economic security and raise competitiveness of economy by protecting the sphere of critical infrastructure and high technologies against external control. The authors provide a brief analysis of geopolitical, economic and political factors, which determined specific features of new EU investment legislation. The scale and structure of Chinese DFI in EU economy were estimated and specificity of the process of mutual outsourcing of EU and China political values was identified. According to the analysis, China that increases its presence in the EU, apart from big finance possibilities uses differentiation of priorities in foreign and home policy of member-states and internal European contradictions and fragmentation of EU legislation. By using the text of the framework Regulation 2019/452 key elements and procedures were described and contradictions in the mechanism of investment selection being designed were found. It is proved that these contradictions, including numerous different agreements and institutional units involved in the process, keeping national priorities in making final decisions in the absence of necessary for DFI screening function system elements and others hinder the creation of the efficiently functioning supranational system of European DFI control. A conclusion was drawn that introduction of the Regulation can have a negative effect on the inflow of Russian investment to Europe. At the same time Russia cannot affect designing of this screening mechanism, as its role is limited by the frameworks of European policy of partial communication isolation. In the long-term the toughness of using investment regulation in the EU will depend on the outline of the US – EU – Russia confrontation.
