Abstract
One hundred and ten years is an important landmark in University life. Within this period of time the Plekhanov Russian University of Economics has gained the reputation of the world leader in training highly-qualified specialists for national economy. The University has become a big educational and research center in the field of economics. Today the faculty and staff face new and complicated challenges. Using the experience of specialists’ training by the Moscow Plekhanov Institute of National Economy in the 1970s the article grounds the necessity to train specialists who will be able to orientate in conditions of fast changes.

Abstract
The article investigates the experience of teaching and educational work of the Plekhanov Russian University of Economics during the development of the soviet system of higher education in the 1920s - early 1940s. New sources, such as record-keeping documents of the Plekhanov University, which were kept in the Central State Archive of Moscow were introduced in academic turn-over. Documents of the University, as well as of events where the University participated were analyzed. New documents help disclose the work of the University faculty and staff aimed at making higher education accessible for working youth and solving problems in teaching and education in the process of tutors‘ and students‘ interaction. The authors came to the concludion that availability of pre-revolution traditions and adaptation to new conditions gave the University an opportunity to maintain classical basis of education, combine tradition and present day and strengthen its status as the first economics education institution in Russia.

Abstract
The article shows history of establishing Moscow Commercial Institute, the first economics higher education institution of Russia. The authors depict historical stages in the development of the Department for Commodity Research and Expertise from its setting-up in 1908 to the present day. The article introduces founders of Russian academic commodity research, trends in the field of commodity research of food and non-food goods, shows Department academics in public life of the country and their scientific and consultative assistance to manufacturing and trade organizations. Today’s teaching process was assessed.

Abstract
In 2006 the Plekhanov Russian University of Economics and Russian society in general celebrated the 150th anniversary of Professor Pavel Ivanovich Novgorodtsev (1866-1924), the prominent philosopher, lawyer, politician, talented lecturer and educator. The anniversary of P. I. Novgorodtsev, the first Rector of the Moscow Commercial Institute, the Plekhanov Russian University of Economics being its successor, was marked by different memorial events, such as exhibitions, discussion tables, a meeting of the Philosophy Club. In March 2016 the bronze bust of P. I. Novgorodtsev was unveiled in the historical 1st building of the University. Apart from that the Department for Philosophy of the Moscow State Lomonosov University hosted the Russian Scientific Conference ‘Law Philosophy in Russia (dedicated to the 150th anniversary of P. I. Novgorodtsev)’, the library of the ‘Russkoye zarubezhye’ Foundation held discussions ‘Moscow School of Law Philosophy’, the Prague mission ‘Russian Move’ also marked the 150th anniversary of P. I. Novgorodtsev as a prominent figure of Russian emigration in inter-war Czechoslovakia. The article describes life and work of P. I. Novgorodtsev and tries to analyze how philosophic views, values and personal qualities of P. I. Novgorodtsev affected the development of corporate culture in the higher education institution, which was formed under his guidance.

Abstract
The article shows the necessity to develop, substantiate (verify) and test models of cyclic fluctuations of economy built on the basis of such factors, which could have high sensitivity to changes in external and internal environment of the economic system and possess high predictability of cyclic trends. The authors prove that a possible way to resolve the problem is to model economic agents’ expectations and identify trends of their economic development. On the basis of quantitative estimation of economic agents’ expectations they designed algorithm for diagnosing cyclic fluctuations of economy, which gives an opportunity to identify rising and declining phases of economic cycles with an advance lag of 1-2 years with the effective trajectory of economic development of national economy.

The article shows that intensification of research and educational potential in management of national economy could lead to formation of institutional methods of running market economy. To follow market rules you need proper knowledge. This is the principle role of higher school. It should combine knowledge and experience of the faculty with the creative potential of students. The article underlines the role of state in this process. State must constantly participate in higher school and national economy administration. The author points out to the ruling class destination in national economy and to the fact that it must possess economic knowledge.

Abstract
The article investigates orientation of learners to economic education depending on the type of professional development. Several types of building lines of professional development and career growth were identified. The first type is based on individual achievement of results and work at big enterprises with foreign participation. The second type of career is connected with work at Russian enterprises in managerial positions and individual activity. The third type is oriented at professional development through help of friends and acquaintances. Individual building of career lines is combined with a serious need in professional knowledge and preferences for different subjects. Certain contradictions in assessing subjects’ importance necessary for professional development were found.

Abstract
This paper presents an innovative approach to teaching the discipline ‘Financial calculations‘, which based on a dynamic block of case studies generated by information received online from the stock market. Method is described by the case study ‘Evaluation of financial assets, the expected return and volatility‘. Details shows how work in practice well-known classic models and how exactly the adjustment of the results is made. Adequacy of conclusions obtained with this approach is easily testable (a system with an open content), that is, from the point of view of the authors, an additional advantage of the proposed model of learning.

Abstract
A detailed information about gold investment vehicles has been presented in this article, investment attractiveness has been pointed out, the advantages and disadvantages of every suggested vehicle have been determined, as well as a comparative cost-benefit analysis on every investment type has been carried out according to the results of research. Common regularities and tendencies have been drawn out. It would give an investor the opportunity to make a more considered choice of investment. The author has generated formulae for efficiency calculations on every point. A constant increase of gold investment role has been detected at present and for future perspective. A new point in the problem statement is a methodological approach to the analysis of investment, affordable for private individuals in the Russian Federation.

Abstract
The article looks into the credit linked notes. Credit linked notes related to derivative financial instruments of the second generation or as they often refer to credit derivatives appeared after the appearance of the traditional financial derivatives such as swap contract, forward contract, futures contract. And if, from a legal point of view, credit derivatives are contract, from the economic point of view, this is a financial tool that allows to redistribute the cash flows between the participants of transactions with credit derivative. The combination of features of traditional securities and credit derivatives in the structure of credit notes, determines the complexity of the legal regulation and economic determination the place of credit notes in the structure of the financial instruments of the securities market.

Abstract
The article deals with the results of revealing violations in purchases; the procedure was conducted by municipal control and account bodies in 2016. Standard sources that play a key role in audit and determine methodology of assessing efficiency and effectiveness of using budget funds were enumerated. Analysis of their practical application allowed the authors to identify those spheres, where violations constantly take place and at the same time to formulate principle causes of violations that were disclosed during control sessions. The article gives a list of steps and suggestions aimed at improving the control system on the basis of regional control and account bodies’ practice.

Abstract
The article discusses key standard requirements to the system of internal control and puts forward the algorithm of building a reliable system of internal control, which could promote improvement of business organization, timely disclosing, preventing operational, finance and other risks and could allow management to take mature and opportune decisions. The requirement to internal control organization was fixed legally, however methodology of building an effective system of internal control over business activity and accounting is unavailable. The algorithm of building the system of internal control proposed by the author combines legal requirements and practical experience of business entities gained in the process of building the system of internal control.

Abstract
Successful development of the enterprise depends on supply with new and advanced technical means, equipment, expensive tools and specialized technology. Political events caused economic sanctions among countries and made financial situation more complicated. Many leasing companies cannot quickly replace physically and morally worn-out equipment and other necessary production resources. Considerable finance funds are needed to buy, install and adjust these means of production. That is why the current development of leasing companies’ work is interesting for participants of market relations, which in their turn are interested in the results of such organizations’ functioning. The article puts forward methodology of analyzing finance results in leasing companies, which aims not only at gaining profit but also at searching for new reserves and opportunities of the leasing company.

Abstract
Effective stimulation of employees could attract, motivate and retain the most valuable workers and in this way strengthen the company. The more balanced the company aims and personnel needs are, the more profitable the system of employees’ stimulation will be. Stimulation is a material form, through which the company expresses its gratitude to the employee and assesses his/her work. The author shows that the effective system of stimulation can enhance the results of employees’ work and become a strong incentive to attain the company targets.

Abstract
During the process of company designing its management face the problem of choice between mechanistic and organic types of organizational structures. At this moment it is important to formulate parameters of corporate culture, which would correspond to the chosen type of organizational structure. It could give an opportunity to gain synergy effect, when tools of corporate culture would complement to but not clash with features of the organizational structure. The author widened the tool aspect of interaction between corporate culture and J. Coal organizational structure by new elements and provided graphic interpretation of recommended types of corporate culture in conformity with types of organizational structures of management.

Abstract
The article deals with publishing of teaching and methodological literature in university. The author analyzed the dynamics of books and brochures publishing on target purpose in 2013-2015 in typographical units and circulation. Major problems of publishing activity in higher school were identified, they are connected mainly with general books market trends and shaping the educational environment. The author touched upon the aspect of necessary participation of university publishing houses in forming professional competences and in upbringing of young people. By analyzing book-supply to the teaching process and classification of text-books the article puts forward the key lines in improving publishing activity in university.

Abstract
The article analyzes the influence of internal factors on the activities of diversified companies in conditions of economic instability. The author examines in details the components of strategic process and strategic drift as a result of business diversification. Based on the results of risk analysis several proposals were made according the improvement of corporate governance and establishment of a corporate center whose main task is to monitor and implement strategic directions for the consolidated management of a diversified company. In addition, the author examined in detail the need for a cohesive and competent management team for the further effective maintenance and development of the company. Also special attention was paid to the issues of a well-developed corporate culture as one of the fundamental factors of the success of the diversified company.

Abstract
The article provides a functional-processional scheme for the economic mechanism of regional logistic cluster functioning based on principles of its building and potential opportunities of Russian Federation regions. The authors propose a classification of principles for forming the economic mechanism of regional logistic cluster functioning, which includes economic, organizational, structural, social and technological groups. They discuss qualitative and quantitative components of the economic mechanism, including security in managing delivery chains and existing risks in logistic activity. All components of the scheme for the economic mechanism of the logistic cluster are accompanied by material, information and finance flows.

Abstract
The article presents the methodological and methodical foundations of research on the current state of adaptation of the educational programs in higher education institutions to modern requirements of scientific and technical progress. A software system was developed to solve the task of the uniqueness analysis of a documents corpus. Furthermore, it can be applied for the analysis of the effectiveness of educational programs modernization by comparing the calculated uniqueness of documents and accompanying meta information. Using developed software based on InterSystems Caché platform and iKnow, authors conducted analysis of the educational programs corpus in the field of information technology. The possibility of applying author's methodology in the related fields, particularly in the field of research of the viability of educational process in the University is shown.

Abstract
The article substantiates the choice of the food stuff and frying oven in order to analyze technical and economic indices of frying ovens. Calculation of electric power consumption was given for the nominal (full) loading of the frying oven; of electric power consumption for the process of thermal processing depending on loading of the working chamber; total electric power consumption and specific consumption of power for the process depending on loading of ovens with different capacity. It was proven that reduction of loading sharply increases the specific consumption of electric power per unit of the ready product and in case of dropping loading to 60% and lower of the nominal value it is necessary to replace the oven by one with lower capacity. Thus it is profitable to have frying ovens of bigger capacity but the loading should be no less that 60% of the nominal volume of the working chamber.

Abstract
The article deals with general methodology and architecture of the system of hybrid models for forecasting economic indices, its putting into effect in the form of integrated information system illustrated by rates in the field of research and innovation, investment and budget sphere of Russian Federation economy. The authors demonstrate the scheme of work of the assigned information and analytical meta-system, show the general algorithm for the process of retro-verification of typical forecast block, which can raise trust for forecast results. They depict stages of the indices forecast process in the hybrid model. The use of such system could give an opportunity to improve accuracy and quality of forecasts and at the same time to apply them in the contour of managing the attainment of target rates.

Abstract
The article considers standard legal features of shaping clusters in regional economy of the Russian Federation. The author puts forward principles of forming regional assigned cluster to tackle tasks of import substitution by using foresight technologies. The sequence of stages necessary to design the concept of regional assigned cluster was shown. The forms of providing information and consultative support to entities of innovation activity in the field of import substitution on the part of municipal, regional and federal authorities were identified. The proposed algorithm for building innovation-oriented regional cluster system on import substitution is an element of organizational mechanism aimed at shaping joint types of economic activity on the basis of regional organizational, managerial and marketing innovation. An example of a ‘nuclear’ map for potential clusters with description of lines and types of activity for all kinds of organizations was given in the article.

Abstract
The article provides analysis of budget policy of the region administration in the part of its impact on territory competitiveness. The analysis is based on accepted approaches to assessment of the competitiveness level due to their advantages in comparison with other methods. To tackle the set task the authors conducted correlation analysis of interaction between the competitiveness index and the share of expenses on concrete item of the Russian Federation budget. By tracing dynamics of indices correlation the authors proved their continuity in time and in this way they formulated objective recommendations for the region administration aimed at raising the level of competitiveness of the entity through re-distribution of budget expenses.

Unfortunately, the film poster created by heart and soul of professional artists has disappeared from life of our country-men. The article shows the essence, content, esthetic aspects of film posters of the 20th century in connection with archetypes presence in them. It is possible to trace sources that generate such ideas, through home film posters ways of their arising, conscious, subconscious or accidental are shown. The author came to the conclusion that availability of archetypes in today’s adverts attracts attention at the subconscious level, raises visual interest, helps affect customer decisions, makes potential respondent find, choose and buy the necessary product.

Abstract
The article deals with detail analysis of home policy at the early 20-th century, the process of organizational building of liberal parties, their programs, adoption of legislation on restricting the power of autocracy and elimination of feudal survivals. The article shows the disastrous social state of workers and peasants, formation of legal opposition to autocracy on the part of Zemstvo, industrial and finance bourgeoisie. The article focuses on numerous steps taken by the government and approved by the emperor. Steps aimed at creation of legislative and executive branches of state power, adoption of key legislative acts, which targeted at restructuring the Russian Empire into Constitutional monarchy are substantiated.

Abstract
The article provides the analysis of the Confucius’s doctrine, shows ways of forming the foundations of the perfect state, the role of the ruler and clerks in the system of state administration as well as requirements advanced to them. Special attention to state prosperity is given to creation and development of the system of accessible people education, which could ensure upbringing of devoted to the ruler, hard-working, law abiding, unselfish and caring for people’s interests clerks. Findings of the research help us assess objectively the Confucius’s contribution to the theory of state administration and possibility to use his ideas in the current practice of administration.
