The article investigates present day trends of joint consumption economy or economy of reciprocity from the point of view of institutional and economic theory. It analyzes modern approaches to understanding of this economic category, puts forward the authors’ definition of economy of reciprocity, shows key types of joint use of resources, studies the idea of reciprocity within the frames of the given economic approach and demonstrates prospects of economy of reciprocity development. Investigation of information technologies’ impact on the economy of reciprocity development is especially acute. In particular, the authors pay attention to the fact that today many functions of regulating interrelations between participants are transferred to information platforms through which interaction of economic agents takes place.

A new view on state as a carrier of long-term interests of society advances as a principle argument in substantiating the state support of culture its strategic importance in social and economic development of the country. The article shows three models of state support of the culture sphere: subsidiary, investment and stimulating. The author describes mechanisms and resources of each model of financing. She analyzed the volume of financing culture at the expense of state funds from 1991 to 2015 and showed a break of the positive prolonged dynamics of culture financing in 2015. Causes of cutting state expenditure on culture were identified. The shift from ‘state-Maecenas’ to ‘state-investor’ was acknowledged. It was stipulated mainly by the absence of favorable institutional environment in the field of culture.

In conditions of fast changing business environment and high competition on the Russian market of business education the necessity of studying and taking into account the needs  and interests of principle stakeholders, i. e. program participants, employers and business schools is becoming more and more topical in order to implement programs of training managers in Russian business schools. The article discusses this issue by considering  one promising direction in training managerial personnel – training professional managers  by the program ‘Master of Business Administration’ (MBA). By analyzing Russian  and overseas research the authors show the most important features of the generation  that today and in the near future will represent the majority of learners in MBA programs,  their attitude to forms of training and subjects being taught; summarize recommendations  of employers in the field of knowledge, skills and competences necessary for successful executives; study the latest developments of international business schools and their introduction in Russian practice and put forward proposals dealing with improvement  of programs for managers’ training, increasing their contribution to ensuring sustainable development of Russian economy and social sphere.

Neo-classical logic was developed in mathematics in the late 19th – early 20th century. One example of neo-classic logic is lie logic. The article on the basis of analyzing the stages of psychical development of children carried out by J. Piaget, a prominent Swiss psychologist and philosopher builds lie logic and discusses different aspects of its use in pedagogic theory and practice. On the basis of their personal pedagogical experience the authors substantiate the idea that people at the same stage of development demonstrate similar forms of cognitive abilities. They also conduct comparative analysis of classical truth logic and lie logic from the point of view of mathematic logic.

In conditions of budget deficit and difficulties in capital borrowing on global markets the issue of home borrowing is becoming more and more acute. A derivative profitable both for the government and citizens, who keep their savings in Russian banks, could become a partial solution for the current complicated economic situation in the country. The article shows technologies of creating a new finance tool, provides the analysis of its profitability and service costs in comparison with the most popular units of investment or loan. On the basis of research the authors worked out forecasts of the oil market situation for the next 10 years, which serves as a foundation of the derivative being proposed.

External audit of the annual report on budget performance is the most versatile method of conducting external finance control during which both control and expert-analytical steps are taken aimed at raising efficiency of using public resources. The article discusses foundations of standardization of procedures carried out within the frames of external audit of the annual report on budget performance; studies the experience of the Control and Account Chamber of Moscow in this field; identifies problems in organization and conducting external finance audit carried out by control and account bodies. It also shows causes of violations found during control steps. The authors formulate proposals aimed at improvement of external finance audit in order to ensure positive dynamics of figures of social and economic development in regions of the Russian Federation.

The article deals with the innovation economy development on the basis of setting-up venture enterprises, which provide an opportunity to introduce new technologies, inventions and discoveries. Venture entrepreneurship acts in different forms and embraces a great number of economic relations. The authors provide the classification of organizational forms of venture enterprises, their characteristics and show advantages of each of these forms. Venture financing is based on raising funds of big business, small enterprises, insurance funds, banks, pension funds, private or public companies, private entrepreneurs with participation of municipal and federal organizations. The article explains how the finance support of innovations depends on organizational form of venture entrepreneurship.

The function of corporate and finance control becomes more acute at the current stage of the Russian banking system evolution, when the importance of credit-monetary institutions grows both for economy in general and for the industry development. Emergence of new integrated banking structures and functioning of established ones often lack traditions and technologies dealing with designing and enhancing corporate control systems adapted to market relations. The article shows that a well-balanced system of corporate and state control could provide highly efficient work and at the same time could increase the rate of organization development.  In order to make the control system, as a mechanism of management effective it should be developed on the basis of fundamental principles, meet key targets of the bank and take into account the impact of certain factors.

The article discusses historic and present day approaches to the concept of fair value from the point of view of IFRS 13 provisions. History of the fair value development shows the continuous extension of its use in overseas countries. This trend is also observed today. The authors analyze problems connected with defining and methodology of calculating the fair value, investigate theoretical and practical issues dealing with establishing this type of assessment and offer ideas about the use of fair value in Russia.  They show obstacles to using this assessment and its advantages and disadvantages. The possibility to use fair value for all entities of accounting is considered.

In article the main directions of influence of the world prices for the Russian system of the prices are investigated: first, it is the prerequisites connected with functioning of the global markets; secondly, it is factors to which tactical tendencies in world economy are carried; thirdly, it is channels of manifestation and distribution which are connected with upward and bearish dynamics of the export prices of national producers, growth or decrease in import prices; fourthly, it is the regularities of macroeconomic regulation connected with increase in value of exchange prices, strengthening of influence of dynamics of exchange rates, monetary policy at price dynamics of the world commodity markets. Key tendencies of influence of the world prices at the present stage, alignments of the exchange and foreign trade prices, interrelations of the national and world prices for separate goods for the markets depending on external demand, dependence between currency policy of the states, dynamics of the balance of payments and strengthening of competitive advantages in the external markets are revealed. Conclusions of work can be used when developing fundamentals of monetary and credit and budgetary policy of the state for the medium term.

Lately the requirements to truthfulness of finance accounting are becoming stricter. Information about operational segments, i. e. separate business components fosters more detail understanding of the company activity. The article discusses specific features of disclosing information about different-profile business components in footnotes to finance accounting. The author puts forward concrete recommendations on distinguishing considerable operational segments in order to show them in accounting. As in practice the majority of questions arise in identification of segments and the level of segment information importance, the character of information disclosed about operational segments the author using a concrete example shows the process of assessing and distinguishing operational segments (by calculating the threshold values, criteria), integration of non-considerable segments taken separately but rather important as a result of consolidation.

At present in order to comply with new realities, complicated economic conditions that arose during the previous period of time audit organizations need to enhance their approaches to conduct audit of accounts. During the audit correctness of accounting is checked, actually we can speak about expertise, which is essential as in case of incorrect record keeping and false reflection of the current situation in the enterprise the executive could be misled concerning the real situation. In such cases audit on special assignments can be ordered. The author advances the algorithm of such an audit and identifies parameters showing a special assignment in the auditor’s report.

The current trends of economy development demonstrate the necessity of taking into account factors of internal and external environment in changing conditions, which can ensure competition sustainability of the enterprise. The author puts forward a model of optimizing the system of competition sustainability management in municipal facilities, where two aspects of this notion can be distinguished: competition sustainability of the enterprise itself, which is characterized by its market potential in the process of work and competitiveness of the service. The model consists of two elements: the first one includes specific cost of planned modernization and capital and routine repairs and the second one – specific costs in operation (costs of emergency and routine repairs, current maintenance of buildings, sanitary keeping of apartment houses and surrounding territory and house-management, cost of idle time). This model differs from the effective one by the fact that instead of resource for municipal facilities’ enterprise the author uses the value of building physical wear.

The article concretizes principle stages of the process of designing and developing products and shows key aspects, which should be focused on. The authors identify responsibilities and authorities in the business process being analyzed. They describe in detail the requirements and characteristics of in-coming and out-going data of the business process. The essence of activity dealing with analysis, verification and validation in managing the process of designing and developing products was presented. Implementation of the business process connected with designing and developing products is shown on the example of a big industrial enterprise of Russian machine-building, i.e. the Saransk machine-building works. The article enumerates shortcomings of organization of the process aimed at designing and developing products. Proposals dealing with the use of statistic methods of quality management were provided.

The article provides analysis of the factors affecting service life of electric stove iron rings at catering enterprises. It is shown that temperature conditions of the ring working surface and the heating spiral depend seriously on the material of kitchen utensils and on the average air gap between the ring working surface and utensils’ bottom, whose value is measured as a result of temperature deforming of the ring working surface during heating. In order to diminish the value of average air gap between the ring and kitchen utensils in the process of food cooking it is proposed to treat mechanically the ring working surface during its manufacturing with fixed temperature conditions. Better adjoining of the utensils’ bottom to the ring working surface can lead to decreasing temperature on its working surface and thus, to optimization of the process of thermal treatment of food, which can increase service life of the ring and cut specific consumption of electric power per unit of cooked food.

The article provides the author’s research approach, which orients to the audience whose thinking processes are shaped in the midst of resolving everyday technical tasks. The author puts forward an algorithm of quantitative estimation of the company mission statement accompanied by visualization of the result through a petalled diagram. This approach provides higher interest of learners in studying outcomes, as it coincides with the usual way of thinking processes. The article presents parameters of the company mission statement and the procedure of their conversion to quantitative figures. This methodology can build a foundation for comparing, analysis and estimation of the company standing in market and prospects of its development.

The efficient system of state strategic management provides a foundation for competitive economy. State governance of the Russian Federation includes a monitoring system, which ensures successful implementation of strategic plans at all levels. Monitoring covers analysis  of the situation and building short-term forecasts of the development. The article presents hybrid model and software tools for short-term forecasting of social and economic indices  in Russia. The system of hybrid forecast models embraces a complex of regressive models  and extending totality of models, including artificial neuron networks, solution trees, etc. Regressive models consist of regressive equation systems describing behavior of forecast indices of Russian economy in the national accounts system. Functioning of the equation system is led by fixed expert-scenario conditions. Those indices, whose quantitative forecasts cannot be built by regressive models, will be forecast by the module of intellectual models.  The principle system advantages are its openness and adaptability. It can be introduced in situational regional and municipal centers. An important direction in the education process is the development of advanced methods of teaching based on analyzing and modeling economic situations. The authors propose to apply their forecast system in the Situational Center of the Russian Plekhanov University of Economics to train students and conduct research work.

The article discusses promising approaches to creating a digital corporation by using methods and technologies of predicting analytical research and describes principles of transforming the existing company information systems into digital systems of corporate governance. The author analyzed key technological trends of global digitalization and international research connected with them. The author puts forward a new information model of digital corporation, which in contrast to the present day analogues provides support to operational managerial decision-making in real time. He shows the role and place of forecasting modeling in raising operational efficiency of the trade company and potential results of introducing the digital system of governance.

Currently, in the conditions under which economic model of the country with high dependence on natural resources in foreign markets forced to shift rapidly, ways and mechanisms of building a modernized production base areas of the country with a focus on import substitution became especially actual. In the article, as the basis of building a competitive and efficient economy, discusses the aspects affecting the basic mechanism of formation of system of priorities and page priority for the production sector in the region on the process of realization Russia anti-crisis plan.

Author's approach to disclosure of content of economic safety of the region according to which her achievement is result of steady social and economic development of the territory is presented in article. Dynamic interpretation of the main categories characterizing economic security at national and regional level is presented. The problem of ensuring economic security of regions is investigated within a continuum "convergence – divergence". It is proved that the theory of convergence has development potential in relation to a problem of formation of priorities of the state regional policy aimed at ensuring economic security of territories and their sustainable long-term social and economic development. It is proved that calls and threats of economic security of the region under various conditions can act as sources of both divergent, and convergent changes in regional and national economy.

There is an attempt to create a system description of the regional innovation system dynamical structure. Author’s points about the system description based on system dynamics theory – that is a new way of use of the mentioned theory and a regional innovation system conception. Using analysis and synthesis of regional R&D and innovational processes, author shows a visualization and description of the regional innovation system logical model. Description and understanding of the key processes of the logical model makes possible to use system dynamics conceptual categories and points out the main stocks and flows. As a result, pointed out processes have been systematized as evolution steps of the regional innovation system development.

The article deals with specific features of the information base functioning, which is used to ensure economic security of the enterprise. The author pays attention to principle official sources, gives their brief characteristics and shows opportunities of their use. It was pointed out that work with such sources can have both advantages (for example, the minimum set of input data) and restrictions. The information obtained with their help requires extra verification, which is stipulated by a number of factors (such as input errors, outdated information, its discrepancy in different state bodies’ databases, etc.).

They form a concealed language space of modern myth creation, which is not realized by society and individuals. By the early 21st century social myth creation had enlarged its functional field in the world and became an important ideological means of attaining political, national and other objectives in the social media. R. Barthes’s concept of mythology is gaining special topicality today, which complements an intricate and tricky model of modern social myth.
