Abstract

The article studies hypotheses, which could explain uneven distribution of added value among companies functioning on one industry market and are connected by participation in the value-creating network. The object of the research is to investigate the relations between leading aircraft building companies and suppliers of key components. The goal of the article is to check the hypothesis about the dependence between the amount of economic power of the economic agent and its shares in distributing benefits and costs caused by interaction with other agents. The authors put forward their own methodology identifying counteragents' share in added value on the basis of comparing such elements of added value as profit and remuneration. It should be noted that relative not absolute indicators are taken as a principle, i. e. asset profitability and average wage of companies. This methodology was tested at five aircraft building companies being integrators of value-creating networks. On the basis of the research a conclusion can be drawn that the most widely spread explanation of added value distribution (in particular, the direct link between the market share and company profitability, domination of the value-creating network integrator over other participants of joint efficiency distribution and the impact of the share of supply on profit participation) was not corroborated. At the same time distinct advantages were revealed in added value distribution for suppliers of key components. The conclusions of the research can be used for the development of strategy for Russian companies' participation in global value-creating networks.

Abstract

The current technological development provides a foundation for fast growth of well-being in industrialized countries and at the same time causes global economic misbalance. Growing production and consumption lead to wasteful use of resources and increasing contamination of air, water and soil. In order to meet basic needs we cause damage to the environment. The article investigates the issues of strategic survival of society in conditions of natural resources deficit. The concept of sustainable development adopted and accepted in the whole world is, unfortunately just a concept in many spheres and it requires development and introduction of economic mechanisms of rational use of resources of all types. The continuously increasing speed of changes has become a principle factor of economic growth. But the economic approach is a pivot of the concept of sustainable development. The authors proved that only observance of balance between economic, social and ecological interests of business entities and their harmonization at the expense of innovation, which were used in economic, social and ecological life of society, could result in sustainable development of economic systems.

Abstract

On the basis of the pattern of organization business-model the author puts forward business-models of the organization of the quadro-sector of economy of knowledge. Mainly, university is an organization of this sector and it carries out education and academic activity. Therefore, a typical business-model was designed for it and it was called 'mirror'. University activity as a business organization has always had certain distinguishing features. These features imply, first of all, that future specialist during the whole period of training acts both as a key resource and a customer and, finally as a value offer. The next important feature is connected with the fact that knowledge is not only transferred in the university but it is developed there. In economy of knowledge the university is assigned a part of a researcher and an impetus to development. At the same time, the university, which can train personnel for other industries and develop knowledge, can also in cooperation with other organizations develop knowledgeintensive products. In this case another business-model is necessary, which was called 'refraction'. Its own business-model was developed for the research organization. The article reveals the content and specific features of each block of advanced business-models. And finally, the author formulated the problem that should be resolved by economic science due to shaping of economy of knowledge.

Abstract

The article shows the importance of insurance for international banks of development in order to resolve social and economic problems of regional economy. The authors analyze figures of insurance markets of member-states of the Eurasian Economic Union and identify the acute lines of development of regional banks. They put forward recommendations on theoretical basis of insurance for international banks of development, risk-management in the Eurasian Bank of Development and introduction of advanced insurance technologies. The role of insurance market and the banking sector in shaping the common finance market of member-states of the Eurasian Economic Union was shown. On the basis of analyzing the macro-economic standing of insurance markets in the EAEU the level of their development was identified. It was proposed to organize common reinsurance capacities on the EAEU territory, which could provide transparent and regulated conditions of reinsurance space of EAEU member-states functioning, extend the access to reinsurance, develop regional markets of member-states and remove barriers hindering integration of insurance markets of EAEU partners. The authors come to the conclusion about the importance of developing tools of the regional system of insurance protection in regional banks' work in conditions of EAEU infrastructure development. Through analyzing the volume of premiums and the amount of assets it was shown that Russian insurance market is the most developed market on the Eurasian territory and the insurance potential of banks depends on regional peculiarities and provision of advanced insurance technologies.

Abstract

Present day economy is based on knowledge and intellect, where the principle element of competitiveness is intellectual property. Availability of intellectual property market is an integral part of the innovation economy development, which determines the form and procedure of objects of intellectual property circulation. In industrialized countries intellectual property becomes a factor of production. The necessity to use objects of intellectual property in economic relations is stipulated also by globalization processes taking place in economy. It is impossible to realize the Strategy of Scientific and Technological Development of the Russian Federation without new technologies. At the same time the development, protection and introduction of new technologies are not feasible without new approaches and methods of using objects of intellectual property in the system of economic relations. One of these approaches is the use of intellectual property as a mortgage tool. The article analyzes a possibility of using objects of intellectual property as a mortgage. It studies practice and features of such deals in Russia and abroad. Legislative regulation of these relations is also investigated. Key conditions of the credit deal using object of intellectual property as a mortgage were formulated, the principle criterion of conducting this transaction is the use of the effective object of intellectual property, which can guarantee min risks both for the creditor and the borrower.

Abstract

The article studies the impact of macro-economic factors, such as the US dollar rate, inflation rate, changes in the physical volume of export, drop in world prices on oil and alteration of taxation and customs legislation of the Russian Federation on revenues of the federal budget. The authors use the integral factor analysis of the absolute growth in federal budget revenues in Russia in assumption of simultaneous changes in factors on the indicator function. Conventional methods of determinate factor analysis, including the method of chain substitution imply successive change in factors. The authors conducted qualitative estimation of the absolute growth (decline) in federal budget revenues in the Russian Federation under the influence of selected macro-economic factors and changes in taxation and customs legislation, while in conventional research only changes in factors themselves are estimated. They came to the conclusion about the insufficient compensation for the decline in customs duties on oil and oil products by the increase in tax on minerals extraction. The growth in budget revenues was shown at the expense of administrative control strengthening but not at the expense of economic growth. Recommendations were put forward aimed at the increase in investment activity through changing the procedure of depreciation charges and using resources of the foundation of national welfare.

Abstract

The article considers publication activity of academic and pedagogical workers of the university as an important criterion of the organization and its personnel work. Publication activity is an indirect presentation of results of employees' research work. The review of leading bases of academic citing of Russian authors, including international ones (Web of Scince, Scopus), as international publication activity shows the degree of science development in the Russian Federation in comparison with science in other countries. The article investigates the interrelation of subjective in-university assessment of the author's publication activity and objective positioning of the employee's works in academic community through local indicators of awarding and score rating fixed by the university, which in their turn can become a key administrative way of stimulating publication activity. The optimization task of creating a bonus plan for publications taking into account structural and budgetary constraints, as well as psychosocial aspects of the behavior of authors, was solved.

Abstract

Today's international and national companies develop in conditions of high uncertainty, which requires flexible strategies, fast decision-making and spread of adopted strategy to all levels and spheres of the company work. Thus it is necessary to develop a non-standard combination of strategic decisions and to use more energetically theoretical achievements in the field of theory of forecast in such conditions. Support of Russian raw-materials companies that have a serious export component depends greatly on successful foresting of the market situation. The article analyses the evolution of price strategy of the company 'Gasprom' after adoption of the Third Power Package by the EU in 2009 and proposes theoretical tools for devising the effective price strategy in the long-term period. The authors ground the necessity to formulate a new long-term price export policy of the company 'Gasprom' in conditions of uncertain future demand on European market. They describe in detail and put forward for practical use in strategic planning of the company the model of making efficient managerial decisions for different levels of uncertainty of gas market, which could strengthen 'Gasprom' standing on European market and cut finance losses in tough competitive struggle.

Abstract

The article reveals the content of the "new globalization" concept and characterizes the readiness of the Republic of Korea (RK) for a new technological order. Based on the analysis of the values of different indicators (KOF Index of Globalization, Digital Evolution Index, Digital Adoption Index and a number of others), the conclusion about the high dynamics of Korean society integration into the new global economy is made. South Korea is among the leading countries in terms of digital implementation in business and public administration. The country has a well-established system of e-government, which, among other things, allows it to export the system to other countries of the world. The procedure of customs clearance of goods has been optimized, the "single window" technology has been introduced, public procurement is carried out only through electronic bidding. The traditional close relationship between the state and the chaebols makes it possible to successfully transfer the policy of digitalization into business practices. As a result, digitalization has a positive impact on the development of Korean foreign trade: on the one hand, it allows to increase exports due to the growth of goods and services of the IT sector and related industries, and on the other hand - to reduce the time and money spent on logistics, customs clearance and on the interaction between government agencies.

Abstract

Today's enterprise in order to be competitive needs not only to use high technologies, put out science-intensive products and have the R & D department with high innovation potential. To response in good time and adequately to challenges called 'digital economy' the company will be able only if it possesses a flexible adaptive production system providing synergy to all divisions, all employees of the enterprise. This system should continuously upgrade not to lose its relevance. The article deals with methodology of '20 keys' as an integrator of well-known approaches to enhancing the organization work. Its specific features and advantages were identified, as well as concrete results of introducing this methodology by overseas companies, in particular, the American company 'Windfall Products' specializing in production of powder metal components. The system of five-level appraisal of the organization formulated in the company is introduced in the article. Key stages of reforming conducted in the company, concrete processes and steps being in line with each of the stages are described there. Benefits of the program of '20 keys' for realizing modern tools and approaches to business enhancement are also included in the article.

Abstract

The research aims at the development of theoretical and methodological provisions connected with developing the regional informatization process. There is a need in identifying the approach to designing and supporting information policy dealing with informatiztion development on the regional level. The article puts forward a conceptual model, which grounds the necessity of the complex approach to estimation and optimization of the process of regional informatization development. The model implies systematization and amendment of the existing theoretical and methodological provisions and approaches connected with estimation and optimization of development. With the help of methodological tools proposed within the frames of the model the complex and diversified approach to the problem of regional informatization can be possible. It includes the key components of information policy: identifying the level of information and technological potential of the regional economy development, obtaining the adequate estimation of efficiency of the current development of information and technological processes in different sectors and hierarchical levels of the regional economic system with subsequent development and substantiation of mechanisms of optimizing the information process development. Within the frames of the model the author grounds the need to extend methodological basis connected with the development of practical mechanism of optimizing the process of regional informatization development as one of the most important tools of information policy. The findings of the research can be used in the process of designing and correcting regional strategic programs of informatization development and as a material for further theoretical and applied research in the field of developing information and technological processes of regional economic systems.

Abstract

Modeling the activity of medical institutions is one of promising lines in enhancing the organization of medical aid. However, its realization today is restricted by research work. The key reason is the difficulty of developing effective models in public health service and working with them, which is envisaged by a wide diversity of processes of medical services provided to the population. In the National Pirogov Surgery Center methods of modeling the patients' flow are introduced in the process of hospital management. The authors show results of the preparatory, analytical stage. Analysis of the data demonstrates that methods of the theory of mass service can be applied to processes of a big multi-profile medical institution and the quality of data in the medical information system provides an opportunity to use it for imitation modeling. Preliminary results of data preparation were given. It was shown that the complexity of collection, treatment and presentation of data is a strategic function, which can be compared to complexity of model development.

Abstract

The article deals with issues of shaping such competences for workers of different fields of activity, which can make them competitive in today's economic conditions. Turbulence of economic processes, their digitalization and the necessity to provide a speedy growth can characterize the current stage of the economy development. To form adequate competences it is necessary to pass over from convergent thinking (narrowing the range of opportunities and searching for a single correct answer) to divergent one (shaping complementary mental abilities connected with creative thinking, innovation, imagination and invention). The goal of the research is to prove the necessity and substantiate methods of this passing-over. The research conclusions are connected with explaining the role of further education, which could realize the principle of 'life-long education' and supplement basic competences of the person with professional competences needed 'here and now'. As academic tools for conducting the research the author chose such scientific and specialized methods as system analysis, retrospective analysis and statistic methods of data research.

Abstract

The article discusses different academic views on the assessment of innovation potential of the enterprise. Opinions of scientists in the field of management and assessment of the enterprise innovation potential served as a methodological foundation of the research. Researchers dealing with issues of innovation potential management developed qualitative and quantitative methods of potential estimation and formulated approaches to its assessment. The authors support the quantitative approach to assessment and estimation of innovation potential, therefore indicators have mainly mathematic expression. By studying methods of enterprise innovation potential estimation systematization of approaches was carried out. Different authors classified methods of estimation depending on needs of the market environment and on conceptual characteristic of the potential. The article revealed that the optimal methodology of estimation and management of innovation potential had not been formulated, thus we need approaches based on integral qualitative indicators, which can characterize the innovation potential.

Abstract

The article provides findings of the research aiming at corroboration of the hypothesis that with the help of visual symbols it is possible to generate directed psycho-emotional conditions of spectators. The research was done in spring 2018 among students of the Russian Plekhanov University of Economics using the method of questionnaire survey. Respondents were surveyed by showing them a random raw of well-known visual images with the request to choose from the list of psycho-emotional conditions the unlimited number of their own associations. This methodology of survey can protect the results from deliberate distortion on the part of the respondent. Later statistic analysis of the questionnaire stage results was conducted in order to develop a probability model of archetypes' availability in the form of associations with high and medium degree of probability. During the analysis it was found out that 3 out of 7 images being tested have highly displayed archetypes in sub-conscious area of respondents' psyche and 4 - a medium display. At the same time only 2 out of 7 images being tested confirmed their archetypical associations, while 5 - pointed to changes in archetypical associations. Apart from that, it was found that all visual images being tested have got besides key psycho-emotional association a lot of side ones, in some cases they have a mirror character (good - bad). This econometric model can be used in visual channels of communication with applicants of the same age group as the respondents' group. The use of this model will provide an opportunity to generate the target psycho-emotional conditions of applicants to support their decision about the place of their education.

Abstract

The article studies a relatively new for Russian economy indicator, i.e. personnel involvement. Practice of development and implementation of personnel involvement programs is rather widely spread in overseas organizations. In Russia programs of raising personnel involvement are used only in big companies. Personnel involvement is considered as an indicator of relations 'organization - worker', when the worker is ready to fulfill functions beyond the frames of his/her job description, to apply extra efforts in order to reach the set goals, to recommend the company as an honest employer and to continue working for the company as long as possible. It was found that personnel involvement is a complicated integrated indicator, which is affected by many factors. The author formulated the key groups of factors determining the level of personnel involvement. By analyzing the practice of home and overseas companies it is shown that employees with high level of involvement can provide higher results of the company work at the same time the interrelation between involvement and key business-coefficients of the company was revealed. Competitive advantages gained by today's companies, which use technologies of raising personnel involvement are grounded. Promising lines and trends of raising personnel involvement are formulated.

Abstract

The article investigates the essence of innovation behavior and innovation readiness of personnel, identifies internal and external factors of its shaping and shows its role in the organization development. It discusses methodology of estimating innovation readiness of personnel worked out by D. Howkins, K. Rogers, A. Yu. Popova, A. A. Dubova and conducts their comparative analysis. The authors put forward their own methodology of estimating innovation readiness, which includes employees' assessment of their role in innovation processes in the organization, the situation and difficulties of introducing innovation inside the organization, trends and challenges of innovation introduction in the external environment. Results obtained during the estimation of innovation readiness of the administrative-managerial personnel of the Almetievsk central district hospital (the Republic of Tatarstan) are provided in the article. A serious factor is the availability of real possibility to put forward innovation proposals (direct communication) and a subjective assessment by top management of the population readiness to innovation technologies being introduced in the medical organization (positive responses and appraisals of the medical organization's work on the part of the population can foster shaping of the innovation behavior of personnel). We explain the importance of these factors by the direct participation of the administrative-managerial personnel in attaining goals of the program of the Russian Federation 'The Development of Public Health Service'.

Abstract

The article defines the meaning of the idea 'the information support system of production activity'. In comparison with the academic approach describing information support as a totality of system elements it was shown that the interaction of elements' totality aims at performing key functions of information support (collection, processing, storage, revision, renewal of information, preparation for use) and attaining the principle goal of timely delivery of objective, trustworthy, complete information about the condition of enterprise production work and its external environment. Specified and amended definition reveals the essence of the information support system in organization of production work and management at the enterprise. On the basis of this definition key elements were identified and a structural model of the information support system was developed. The author worked out methodology for assessing the efficiency of information support of enterprise production work, whose specific features includes 4 criteria: availability of key elements of the system, sufficiency, accessibility and demand. By results of assessment 3 levels of the system development can be identified: high, medium and low. Assessing the system of information support can help find bottle necks and show key lines in developing the system. Academic novelty of the research implies the development of theoretical-methodological provisions and working out a set of practical recommendations aimed at upgrading the information support system of enterprise production work.

Abstract

The article identifies principle stages of the working process organization at the category management department aimed at efficient realization of the approach 'category management' and at attaining max high finance figures of the company. The author shows different points of view at the notion 'category management'. The article includes also a brief description of the essence of methodology of category management, which can help understand its basic principles and reveal during the research 6 stages of efficient realization of the approach through system organization of the working process of category management: setting goals and strategy of the company, annual planning, planning of the working process at monthly and weakly level, establishing effective interaction with relative departments, cooperation with suppliers. It was disclosed that the foundation of high-quality work of category managers is its system nature and structured work. Employees make decisions on the basis of analytical work. Their main aim is to meet needs of final customers. An important role is played by top-management that can efficiently build the company structure and provide all necessary tools to employees to reach the set goals.

Abstract

The article provides history of setting up the company 'Rostagroexport', one of the biggest producer of dairy produce in Russia. The author shows in detail the evolution of the group strategy development, from aggressive dumping to output of premium produce and offer of exclusive services (sports and recreation) and describes preconditions of their development and conditions of implementation, as well as specific features of designing polar strategies supplementing key lines in the group activity, which are typical of the period of corporate maturity. In its speedy development the group successively passed over from strategy of cost leadership to strategy of vertical integration and differentiation and later to strategy of diversification by minimizing risks, optimizing various business-processes, extending its production and trading potential, creating inter-branch cooperation, including enterprises of agriculture, food industry and trade, sports and tourist sphere, etc. An important place in the article is taken by analyzing rules of doing business, i.e. grounds of efficient management of any enterprise developed by B. Alexandrov, the founder of the group as a result of long experience of developing different corporate businesses and a comparative analysis of 'Rostagroexport' group rules with management principles of other well-known entrepreneurs and their companies. On this basis advantages and shortcomings of their use in management of commercial organizations of a wide sphere of activity were identified. Special attention is paid to study and assessment of such socially important rules of doing business, as 'pay to your employees in good time' and 'motivate people in positive ways'.

Abstract

The goal of the article is to ground proposals dealing with enhancement of state standardization of the retail trade system in Russia. In some Russian regions there is a poor provision of the population with retail trade enterprises, which requires certain steps aimed at developing the trade system on the part of state. State regulation of the trade system in Russia is carried out by standards of minimum provision of the population with the area of trade facilities, which are fixed by bodies of power of Russian Federation entities and bodies of local self-governance and approved by the government. However, only 3% of municipal establishments in the country have developed these standards, which demonstrate the low practical importance of figures being adopted. The author puts forward a hypothesis, according to which figures of the trade area per thousand of dwellers used as a standard of min provision of the population with retail trade in Russia should be revised due to market development of trade in this country. To check the hypothesis the author studied works by prominent scientists dealing with this subject and found out that in countries with the developed market system the indicator of the population rekoning on the number of enterprises is taken as a standard. The effective methodology of figures standardization in Russia was researched and it showed its poor scientific validity. As a result, it was proposed to change the standard of min provision of the population with the retail trade and use the standard of the number of trade units per one dweller differentiated by forms of trade. Recommendations of the article form a sound basis for enhancement of the effective standard-legal regulation of the trade system in Russia.

Abstract

The segment of voluntary medical insurance is a promising type of insurance. This situation encourages insurers to develop advanced competitive products with continuously upgrading level of service. It is very important to pay special attention to legal and medical and economic protection of the ensured. It is clear that the insurance company needs data of marketing research for its efficient work. However, we should bear in mind that one party of the voluntary medical insurance is a medical institution, which is involved in the process and understands the importance of marketing information system data while signing the contract with the insurance company. Systematized data of the medical institution gives an opportunity to choose an optimal partner. The article using the example of NMHC named after N.I.Pirogov shows which data is analyzed by the medical institution and why and demonstrates how the mechanism of making decision about choosing the insurance company looks like. It was highlighted that using the internal information could allow the medical institution to save money and time necessary to process data and make the final decision. The authors ground recommendations for using the research in the process of signing the contract with the insurance company, a relevant model was built as an illustration.
