Abstract
International institutions of development actually try to impose to developing countries, including Russia, a model of development, which could promote the use of their internal resources to form digital infrastructure that can facilitate the process of soft- and hard-ware solution penetration to their markets. These are introduced by foreign companies and are useless for the development of in-country competences in the field of key technologies vital for future development of digital economy. The article studies specific features of national programs of digital economy development in different countries and provides recommendations of international institutions of development to developing countries. Key differences in actual goals set within the frames of trends of digital economy development were shown. According to the authors, cultural and psychological barriers play an important role in complicated conditions that require serious transformations because of digital alterations. The Internet of things can be called a new trend in integrating into global space. The use of the Internet of things concept could limit economic and social processes, which separate human participation from certain actions and operations. The authors show that the ‘The Industry 4.0’ concept is not restricted only by technologies, as it needs cultural changes because of digitalization.

Abstract
Today’s concepts, theories and methodology of classical political economy, economics in general, state and economic governance clearly demonstrate their unsoundness in resolving issues of rational organization of public reproduction by levels of economic management. They are characterized by the subjective-contract and dogmatic tool and the relevant theory of cognition, which are aimed at retaining the discriminative-degrading, religiouspolitical initial model of man and society vital functions in nature, i. e. ‘Tyrant – Victim’. Their alternative is the system-integrated inter-disciplinary methodology providing the development of scientific, objective economic theory, rational practice of state and economic governance of public production, which excludes political mongering, subjectivism and voluntarism. The current internal and external situation in Russia shows that neither traditional public sciences and their leading academics, nor state bodies and their advisers-scientists, nor politicians can produce a variant of further positive development of society and production for the near future. An additional set of notions, categories and tools of cognition supplementary to the traditional one was designed on the basis of approaches put forward by supporters of classical political-economic, biosphere, noosphere and fundamental sciences. It does not reject the accumulated experience, which can be adapted, concretize and correct to improve the quality of research in accordance with the extended totality of objective general, social and economic laws of man and society development in nature.

Abstract
Raising loan finance by industrial enterprises for the development of their investment projects is an important factor for economic growth in Russia. Due to this the problem of credit resource affordability for Russian business becomes more and more topical. The article analyzes possibilities of credit affordability regulation for industrial enterprises by tools of monetary policy of the Central Bank of the Russian Federation. The author aims at indentifying the current problems of the credit system for industrial enterprises and finding the key lines in its improvement. Within the frames of the research the author estimates the impact of high and low interest rates on the volume of industry crediting, analyzes the structure of giving credits to non-financial organizations and studies the problem of long cash affordability for realizing investment projects in industry. The article also investigates the asset concentration in the banking sector and shows the higher role of state and the diminishing number of commercial banks and their branches. Certain important lines of development were identified, which in the future could determine the situation in industry crediting in Russia. Finding of the research can be used for devising the state strategy of developing the system of industry crediting in Russia.

Abstract
The article studies the dynamics of the corporate accelerator model development in Russia from 2013 to 2020, the existing model of corporate acceleration and subsequent introduction of the start-up product in the corporation, as well as the structure of Russian corporations’ demand for innovation solutions of start-ups. The low level of Russian business digitalization in comparison with EU countries, dropping dynamics since 2013 of the specific weigh of innovation products and services in the total volume of sold products and services and the growing activity of corporations in the field of innovation in 2016–2019 stipulate a high potential of corporate innovation development in Russia. By studying 54 programs of corporate acceleration the author identified the key models of corporate accelerators’ organization in Russia and showed the growing dynamics of their development since 2018. For deeper investigation of the mechanism of start-ups and corporations interaction in the context of corporate accelerator through system analysis the article provides the model of organizing corporate accelerator and pilot launch of joint work of start-up and corporation on the basis of reports by spokesmen of Russian corporations at conferences and webinars. Based on open information about 72 innovation projects and experience of interaction of Russian corporations from telecommunications and finance fields the structure of corporations’ demand for highlytechnological solutions of start-ups was identified. Through classification methods the author described the demand in view of methods of technology introduction, the sphere of using technology in the corporation and key technologies applied in innovation solution of start-ups.

Abstract
The article analyzes the impact of COVID-19 pandemia and caused by it quarantine measures on social and economic development of certain regions of the Central Federal district of the Russian Federation, i. e. Bryansk, Voronezh, Ivanovo, Smolensk and Tula. Special attention is paid to small and medium business. The authors provide findings of the anonymous social survey carried out in the format of on-line questioning in the mentioned regions, which show public feelings in respect of restriction measures and steps of state support for business and relative expectations concerning prospects of regional entrepreneurial activity. The results of the survey showed that small and medium business suffered serious losses as a result of the pandemia. Economy restoration will be slow and long, according to respondents. Business of some respondents was ruined. The authors provide recommendations aimed at minimizing COVID-19 after-effects.

Abstract
Not a single country, which found itself in the emergency situation due to COVID-19 spread, cannot avoid the growth in the number of unemployed and those who lost jobs and Russia is not an exception. In conditions of crisis phenomena in economy rising, this problem keeps deteriorating. Taking into account the situation in the country the author puts forward a system approach to realizing measures of active support of population employment. The article touches upon different problems: economic, organizational, legal, social, psychological and ethical. The author proposes three groups of interconnected solutions: prevention of dismissal in the period of temporary economic difficulties; smoothing crisis consequences for discharged workers; supporting those who go on working in the organization. Leaning on the situational approach to the estimation of industry and region labour markets the author puts forward a wide range of alternative solutions aimed at employment regulation, which are based on principles of social partnership and integration of efforts of all concerned parties - state and society, representatives of employers and workers themselves. Special attention is paid to specific forms of employment to minimize adverse consequences of personnel dismissal. Prospects of flexible employment and distance work were grounded and their possibilities and restrictions were studied.

Abstract
The article provides a new approach to building a system of continuous education as interdisciplinary synthesis of theoretical, methodological and instrumental tools of analyzing, forecasting, projecting and state governance. These problems are discussed in the context of labour market stability. The research object is the processes of developing the fundamental institutions of labour market in their interconnection with education and economic systems of mezzo-level, whose complication could hinder the use of classical instrumental means of analysis and promote the attraction of new models, including those based on cognitive and cenology approaches. The key lines in academic research in the field are being studied with special focus on approaches to shaping a new institutional model of the education system. To attain the set goal tools are used, which take into account complexity of all sub-systems being investigated, including versatile nature of processes taking place on labour market and their interconnection, which leads to impossibility to single out and research in detail separate phenomena. The theoretical and methodological approach to forecast and governance of well-balanced labour market at the expense of coordination between key stakeholders’ interests and principle institutions relies on laws of imitation and cenology modeling, which can ensure realization of strategic goals of sustainable development through building the optimum supply within the frames of continuous education.

Abstract
The development of new means of telecommunications, such as IP-telephony, messengers, applications for videoconferencing, platforms for distance work with documents (for example, googleapps) and others have been promoting recently the change-over of employees to distance (remote) work. The article analyzes findings of the survey dealing with distance work. Two hypotheses were put forward for the research: 1) work from home would be more productive for many people; 2) a lot of people would assess distance work positively and would prefer it to office work. Both hypotheses were confirmed by survey findings. Another goal of the research was to identify positive and negative sides of distance work with subsequent investigation of possibilities to eliminate minuses and of impact of pluses on employees’ motivation. Recommendations for companies’ executives and HR-divisions were prepared dealing with possibility and usefulness of full and partial change-over to remote work. In view of business, change-over of employees to distance work may have the following advantages: cut costs for rent of offices; upgrade business processes and communications; introduce advanced work technologies; raise efficiency, motivation and satisfaction of employees.

Abstract
In conditions of globalization, computerization of work places, use of flexible forms of employment it is necessary to design new radical solution aimed at regulating and stabilizing the situation connected with the rise in informal employment of the population. The article provides author’s mechanism of regulating informal employment on Russian labour market, which covers tools being used now and those put forward by the author: a new form of individuals’ work, i. e. state-freelance partnership and a tool of regulating social and labour relations on federal, regional and municipal levels on the basis of studying international and Russian normative and legal acts in the field of employment. The key goal of the mechanism is to involve informally employed population in work based on official conditions of employment. This mechanism is not a drastic solution for struggling informal employment, it is aimed at raising the work force interest in leaving the shadow employment. In unfavorable economic conditions connected with the corona-virus infection, reducing the number of jobs, loss of work by people this mechanism can act as a program of improving the situation on Russian labour market. State support in this period can raise loyalty to measures introduced by the government, whose aim is to regulate informal employment.

Abstract
International migration, in particular migration of labour resources plays an important role both for migrants themselves as participants of international division of labour and for countries of departure and destination, especially from the point of view of economic development. We know the positive impact of labour migration for countries of departure as a labour resource donor, when migrants send considerable cash to their native land, which improves the standard of living of members of their households and provides access to key social welfare and services, such as education and Public health service, food. However, issues dealing with regulation of migration processes in Uzbekistan are still topical and the latest attempts to settle them were useless. At the same time Russia as a key partner of Uzbekistan in migration exchange of labour resources, as a country of destination is taking first steps to liberalize migration legislation and is ready to take other decisions to simplify the procedure of granting its citizenship to more and more people (citizens of the CIS). Uzbekistan in the medium- range of time will have an excess amount of labour resource, which can be used in Russia but for building the strong foundation of social protection of Uzbek migrants it is necessary to develop local legislative basis and international agreements. The author provides recommendations aimed at designing migration policy to ensure stable economic growth in Uzbekistan and sustainability of its public system.

Abstract
The current state policy of Russia orients to the support of entrepreneurial activity and involvement of the population into regular physical training and playing sports. Integration of entrepreneurship in the system of state sports can provide a higher level of practical use of available market tools in budget sport organizations. Collaboration of state sport organizations and entrepreneurs in the field of sports could promote sustainable development of sport economy, raise efficiency of sport goods sales and services and intensify the search for practical combinations aimed at gaining profits in the process of everyday sport activity. State sport in Russia needs mechanisms of developing private entrepreneurial initiative. The author gives recommendations for upgrading organizational mechanisms of interaction between the state sector and private business structures and their realization can raise sport economy to a new level. Improving the level of entrepreneurial culture in the sports field in line with the growth in economic and sport results in state sport organizations is relevant to the acute goals identified in the Federal projects ‘Entrepreneurship Popularization’ and ‘Sport is a Norm of Life’, which are included in the national projects ‘Small and Medium Business and Support of Individual Entrepreneurial Initiative’ and ‘Demography’.

Abstract
The article deals with the concept of transforming the system of governance in the Russian Plekhanov University of Economics according to 5-100 Project. The authors’ concept puts forward a new approach to the administrative structure, which is determined by strategy of university development. The authors consider reasonable to build the original organizational structure of governance on the basis of education and research centers (ERC), which will provide training of highly qualified specialists, research work and commercialization. They substantiate three principle lines in transforming the system of governance: to give divisions operative and economic independence; to organize interaction between ERC, departments and faculties (to transfer methodological work with education products - key education programs of training from faculties to ERC); to provide conditions for reorganizing faculties into profile mobile directions of education programs with contingents of students and learners. Graduate departments should have project groups of key education programs of training, including people from divisions, such as departments, faculties, academic schools and ERC laboratories engaged in this work. System and creative solutions in step-by-step selection and development of students’ talents will give the Russian Plekhanov University of Economics an opportunity to stand out among competitors and contribute to the university leading positions on labour market.

Abstract
In today’s organizations the concept of diversity management has won a steady position for the last 30 years and is becoming more and more important due to inevitable extension of human society diversity. The article provides certain aspects of multi-culturalism ideology, some approaches to managing cultural diversification within the frames of the current context of management. The authors studies subjects of diversity management, which is acute and needed for today’s business-practice. They analyzed G. Hofsted cultural typology, ranged key types of world cultures according to R. D. Lewis and their principle characteristics. The research aims at two basic positions: on the one hand, diversity management can help organizations that are afraid of the phenomenon because of its assumed adverse consequences; on the other hand, it can help companies, which realize this concept now and use its advantages. In conclusion the authors write that efficient diversity management implies changes in consciousness, attitude, behavior, organizational practice, structure and culture, as well as in totality of rules, procedures and ethic of business, where every person from different layers of society could contribute to attainment of organization’s goals and realize his/her own potential.

Abstract
The article studies innovation methods of distance interaction in the system of international corporate management. The necessity to initiate distance communications is stipulated not only by the need to extend business territory, to open regional branches, to attract employees from different countries and cities but also by the current situation with the global pandemia. On 11 March 2020 the WHO called the outbreak of the new type of corona-virus COVID-19 a pandemia, which changed drastically traditional way of life, business, education all over the world. For millions of people distance communications became the only tie with the world. The need in remote work affected the current trends in the field of corporate management, in particular the system of HR management in organizations. As a result of the research the author formulated a number of recommendations aimed at optimization of interaction at all levels of management, as passing-over to the distance format requires the availability of effective tools for automation of HR service functions (employment and selection of personnel, its appraisal and training) and efficient and rational planning, business communications, distribution of functions and tasks by using information technologies.

Abstract
The article shows initiative in the field of state support for progressive development and upgrading systems of managing entities of small and medium intellectual business in national economy. It includes setting-up a special federal foundation to support initiatives in the sphere of information market, providing broadest opportunities for using federal and regional innovation infrastructure, stimulating commercial banks of the Russian Federation to intensify crediting of entities of small and medium information business in Russia and tax preferences. The author highlights steps aimed at the development of strategic management of small and medium information entities’ work as residents of Russian Federation economy. This covers improvement of cloud technology use, development of integration processes in the field of managing entities of small and medium information business in Russia, growth in the efficiency of managing information security and enhancement of economic potential use of social networks in organization governance. The author puts forward a model of mega-integrator of digital platform management as a unique information and communication space, which provides opportunities for organizations to choose the most preferable managerial variants of using the broadest range of digital platforms.

Abstract
Today global and national economy is facing numerous hardly predictable events, which N. Talleb called ‘the black swam’ events, i.e. events having serious consequences both for economy in general and for industries in particular. Integrated corporate structures are still being formed at the expense of M&A deals. Statistic and diagnostic of M&A deals in leading companies testify that these deals have a high degree of risk, while classical management in M&A developed in the last 20 years requires drastic changes. Finance community considers acquisition of new businesses as a conventional method of getting different preferences, such as knowledge and skill diffusion in the field of innovation, opportunity of penetrating new markets, possible obtaining the synergy effect, including one within the frames of ‘the so-called ‘mum’s bias’. By studying global and home experience we can clearly observe that the majority of companies-buyers (or companies-aggressors) pursue policy of acquisition in respect of companiestargets, in other words, the company-target is not considered as an object of any investment. It could be investment in capital, in optimization of the system of strategic management in the company-target or in upgrading businessmodel, etc. In this respect the authors study specific features of corporate management within the frames of ShareholderActivism, non-executive directors and agent theory, identify contradictions and show changes in these fields.

Abstract
The article focuses on the current problem – the efficiency of employees' working hours through the use of special systems for work time planning (workforce management). An analysis of the use of various management tools to create an effective employee schedule is presented. It has been shown that the number of companies implementing automated programs for recording and planning employees' working hours is gradually growing. The main advantages and disadvantages identified by managers implementing digital solutions in the work schedule process were identified. Various types of specialized software for creating a flexible work schedule have been investigated, as well as key criteria by which the best WFM systems are determined. In the course of this classification, parameters have been defined, which should be given special attention when deciding on the use of the WFM system in the company. Based on the results of the study conducted by the author, recommendations were developed for the implementation of such digital solutions in the company. The author concluded that these systems were necessary for enterprises focused on digitalizing their business, since they made it possible to optimize staff costs and increase employee efficiency.

Abstract
On March 11, 2020 the WHO officially announced the outbreak of corona-virus COVID-19 a pandemia. In this situation the majority of countries closed their borders and in-country movement on public transport was also changed to stop virus spreading. On the high authority level strategic decisions were taken every day in order the stop the infection. In Russia on March 25 President V. V. Putin issued a decree N 206 about the non-working week from March 30 to April 3, 2020 and on April 2, 2020 this decision about the non-working week was prolonged by the end of April. In view of these changes tourist, restaurant, leisure industries were temporary closed and business within the frames of these industries had to adapt to this situation. As for restaurants, it meant passing-over to product delivery through aggregators. This decree was not applied to certain industries, including organizations providing food and essential goods to the population. Thus food retail sale of both on-line and off-line formats continued selling goods to customers. The article shows the role of category managers in changing conditions of the pandemia, as non-stop supply of customers with goods depend on their decisions.

Abstract
Carsharing is one of the major recent trends in urban mobility in many countries of Asia, Europe and North America. Russia is one of the leading countries in the industry in terms of growth rates and fleet volume in certain market segments. The purpose of this study is to analyze the key features of German carsharing market and policies regarding carsharing and highlight the possibilities of their application in Russia. As a result of the study a number of recommendations for carsharing development in Russia were outlined. According to several studies, stationbased schemes seem to be environmentally more beneficial compared to free-float carsharing. Station-based carsharing stimulation should be considered as a means to facilitate the development of the industry. A new metamobility policy is required, which implies carsharing, public transport, micromobility and private cars all become part of a single multimodal transport system. A transparent regulatory framework is required. New billing and payment methods, combined tariffs and a single mobile application for all means of public transport and carsharing should be considered as viable measures to stimulate the development of carsharing industry and transport system in general. Parking fees for carsharing should be reduced or waived. Leasing subsidies and preferential business conditions should be introduced to support carsharing operators. Additional taxes for personal vehicles as well as fees for parking and entering the city center using private transport should also stimulate carsharing development.
