Abstract
The development of the real sector is essential to ensure the growth of national economy in any country. The principle institution working with money in economy is banks. They maintain cash circulation of real sector companies and act as a source of investment, which is allocated in the form of banking credits. Taking into account the fact that the goal of stimulating the real economy growth is set not only for the banking system but for economy in general, the approach to its attaining should be complex and systematic. Because of that it is very important to develop a list of steps that could provide a differentiated approach in the system of supporting companies of the real sector. Such measures’ implementation includes the participation of development institutions and therefore, banks in the system of national projects realization. Upgrading legislative regulation in the sphere of interaction between banks and business entities is extremely important as well as the development of new finance tools providing the growth in finance potential in the real sector of economy. The article analyzes banks’ participation in crediting the real sector of economy in Russia, studies the key characteristics of crediting and puts forward steps both on the macro- and micro-level, which could coordinate economic interests of companies and banks and cut costs.

Abstract
A high degree of uncertainty in the future development of global and Russian economy due to the corona-virus epidemic proliferation, the global economic downfall, which followed the introduction of quarantine measures in some countries make the issue of changes in state budget policy in the Russian Federation more and more acute. Despite the seeming finance stability of the budget system of the Russian Federation characterized by the surplus federal budget during two previous years and min deficit budgets of other levels, it still depends on external factors of the economic development. Policy of the Ministry of Finance aimed at adjustment of federal budget fund use to fluctuations of global oil prices within the frames of the budget rule can form considerable reserves, but at the same time it can cause a drop in investment and consumer demand and sl ow down in economy development. This approach to developing and implementing budget policy could ruin the budget essence as an active tool of state regulation of economy, especially in current conditions. Transforming the model of obligatory balance of the federal budget and accumulating sovereign reserves in conditions of growth absence in Russian economy for the large-scale stimulation of the population and business demand require scientifically grounded approach. New economic conditions demonstrate the necessity to provide well-balanced parameters of the federal budget within the frames of the budget rule. The possibility to combine these goals depends on degree of realizing key budget risks and stability of state finance to them. The article carried out modeling of key parameters of the federal budget depending on risk defining factors and effective restrictions by the budget rule provided an opportunity to advance a hypothesis that the basis of the long-term balance of Russian federal budget is formed by a new model of state budget policy leaning on the alternative use of finance tools and acceptable easing of budget rule restrictions.

Abstract
Searching for solutions, which restrict consumption of resources and exhausts of green-house gases, is essential for providing stable economic growth. Industrial symbiosis turned to be a strong ally in reaching ecological, economic and social goals, which is proved by a rising number of publications on the subject. A higher proliferation of industrial symbiosis was observed in Europe and Asia, especially in China, which is connected with state policy realization. In manufacturing sector contracts of industrial symbiosis were signed not only because of the increasing amount of waste, but due to the possibility to integrate waste and by-products in production cycle. It affected mainly chemical, cement, pulp and paper and steel-making industry and oil-refining plants. In case wastes of other industries are used, not only positive effect for the company is feasible. Wastes are often of lower quality than initial materials, which they substitute for. The article shows how companies can control the waste quality by integrating waste suppliers in operative processes of the company - buyer. The author substantiated that control of the waste quality is the key possibility for industrial symbiosis, especially when companies would like to raise the efficiency of their work in the field.

Abstract
The article studies the key ways of upgrading and modernizing industry in Uzbekistan - innovation processes taking place in manufacturing and selling goods and services. It was shown that raising the economic potential of the country, which was identified as a strategic line in the development of industrial forces and attaining public progress, can be provided not only on the basis of new investment into economy or setting-up new enterprises and works but also by rational and effective use of existing resources: labour, material, finance, natural, etc. The author analyzes figures of the efficiency of Uzbekistan industry innovation activity and puts forward ways of its intensification. It was shown that innovative enterprises of Uzbekistan differ greatly from enterprises in developed countries, which function in conditions of highly-competitive market saturated by high-quality products. Production in the republic lags behind in the sphere of international quality standards, which means that a bigger part of new products is new only on the home market. In order to raise products to global standards serious costs and efforts are necessary, which are unattainable for many enterprises.

Abstract
Today’s social and economic development of Russian regions is characterized by extreme unevenness and depends on many factors affecting the potential possibilities of the territory. Proceeding from this fact, the article studies key economic trends, which research theoretical foundations of regional growth and territorial development, reveals their main idea and identifies factors influencing the development of regions in order to use them in the analysis of Russian regional inequality. The authors investigate differentiation of Russian regions’ inequality by a number of social and economic parameters and distinguish groups of regions, which gives an opportunity to discover key factors of their development and find reasons for their backwardness. On the basis of the comparative analysis they came to the conclusion that territorial polarization of Russian regions goes on rising, mainly in wages, investment budget revenues, while investment concentration is still observed in regions with max competitive advantages, i. e. high agglomeration and rich in raw materials. According to the authors, these problems can be resolved by complex measures of state policy, which have both general regional and selective nature. For each group of regions lines of selective regional policy were put forward, which could effectively smooth regional disproportions and promote the development of economy as a whole.

Abstract
Problems in researching the category (universalbasicincome – UBI) were found in a number of publications. Taking into account the idea of the inevitable introduction of UBI system it is necessary to resolve problems in researching options of such systems’ functioning, such as: what can be the source of the income, what can be the UBI value, customer number and therefore, the amount of state expenses. Russia has not got answers to these questions. The article studies problems of introducing models of UBI transitional forms or the so-called conditional basic income (conditionalbasicincome – CBI), having in mind target categories of recipients, limited payment time and its small amount compared with national living minimum. This approach could allow us to develop methodology of calculating options of future UBI systems. Abstract
Innovation acts as a tool of providing relevance of goods being put out and at the same time as a way of gaining competitive advantages by the company, when it penetrates new markets. Technological progress would be impossible without competition in the field of innovation goods manufacturing. To ensure sustainable development of the company it is necessary to use innovation technologies not only in the sphere of manufacturing but also in management. The article deals with assessing the efficiency of introducing personnel outplacement at the oil and gas enterprise. The authors studied in detail HR policy of the ‘Surgutneftegas’ company and evaluated its efficiency leaning on the correlation between the rate of labour productivity growth and wages. The company had to cut the number of its employees due to decline in oil prices. It led to economic losses connected with direct and indirect costs of personnel firing. In order to avoid such expenses it was offered to use outplacement, which can act as a suitable tool for reducing staff at the mentioned enterprise. The application of these recommendations could improve the reputation of the company as a just employer and raise profit thanks to cutting costs of personnel firing.

Abstract
Adequately plotted valid model of personnel competences can considerably increase the efficiency of enterprise functioning, promote the attainment of strategic objectives and optimize business -processes. The model of competences built in the system of personnel management gives an opportunity to use effectively such advantaged of the enterprise as human capital. The article demonstrates key approaches to the development of the competence model and analyzes their merits and drawbacks. The author puts forward the multi-method approach to designing the model of competences at the enterprise based on grouping of different methods of plotting the competence model and appraisal of personnel, shows advantages of using this mech anism, which can lead to max validity of the model. The mechanism consists of stage-by-stage algorithm of competence model development. The article provides recommendations for each of these stages. The universal nature of the approach allows us to plot th e competence model at enterprises of different fields of work, to use max number of personnel categories at the enterprise, which can provide the maximum validity f the model.

Abstract
The article studies the process of analogue organization changing at the expense of introducing artificial intellect technologies. In the development of organization management technologies we can distinguish three stages of their evolution: automation, informatization and digitalization. Automation was used in the period of functional management thanks to systems of stock and production capacity planning. Informatization is typical of the process approach to management, for example, on the basis of systems of ERP, CRM, MRPII, etc. class. The current stage of management technology evolution is characterized by introduction of digital platforms, digital doubles, Internet of things, technologies of big data analysis and key technologies, which gives an opportunity to use artificial intellect and transform drastically the system of organization management. The article provides examples of applying technologies of artificial intellect in different spheres of organization work, such as production of autos, trains, electronic components and others, studies advantages and results of their application. The author investigates two contours of digitalization: interaction between the object and subject of management in reality and interaction between digital models of the object and subject of management. It is shown that the key element in contours is synchronization of real and digital models providing homeostasis of the organization as a cybernetic system.

Abstract
The article studies forms of complex analysis of enterprise work. Special attention was paid to using tools of rating assessment for express diagnostic of their functioning. The author investigated goals of comparative analysis of business entities, reviewed the current methods of enterprise rating and identified their features and spheres, where ratings’ spread was the biggest. On this basis the lines of rating assessment of highly-technological enterprises were found with due regard to their specific features. The author’s methodology of enterprise rating plotting was put forward and results of its approval illustrated by automobile industry enterprises, as the industry of medium technological level were provided. For each line in rating assessment a system of indicators was designed based on the information shown in finance accounting, which can raise objectivity of comparative analysis results and allows us to use it for the mass appraisal of enterprises. This methodology of enterprise rating assessment is based, first of all on innovation component of enterprise work, which corresponds to the key strategic goals of manufacturing industry development that implies an increase in innovation activity and development of export potential of industrial enterprises. The trends of using this methodology to build the system of monitoring the highlytechnological sector functioning were identified.

Abstract
In the era of global digitalization high technologies become the engine of development both of world economy in general and of economy of certain states in particular. They penetrate in all fields of life, including industry. Highly technological industry forms the basis of innovation development and the base for ensuring economic security of the country. It affects interests of a great number of entities, i.e. industrial enterprises themselves, state acting as a regulator, investors, contractors and suppliers, service companies, research and education institutions and customers. Thus, it would be reasonable to consider highly -technological industry as an ecosystem. The author shows that using the ecosystem approach could allow us to develop a vast potential of highly -technological enterprises more efficiently, to improve effectiveness of their work and to promote proliferation of innovation into other less technological industries. The Republic of Mordovia, which is characterized by a high degree of economy innovation and development of highly-technological manufacturing, was chosen for this research. The basis of the regional ecosystem is ‘Techno-Park-Mordovia’ that can combine the efforts of authorities, science and business to develop and spread highly-technological products.

Abstract
Setting-up and functioning of state, regional and city bases and banks of data required serious transformation of the whole information sphere. It is necessary to regulate, structure and unify the pattern and content of the principle types of documents and data being collected, to arrange procedures of formation and actualization of data, coordinate the interaction of key data storages. The topicality of the research subject can be explained by the transition stage in scientific and technological development and complicated process of public acceptance of modern drastic innovation. Investigation of interconnection between technical and social progress takes root in works by K. Marx, F. Engels, J. Schumpeter, G. M. Keince. Abstract
The article studies strategic and operational sustainability of organization and provides methodological approach to analyzing of company business sustainability. The author introduces index of business sustainability, which allows us to monitor operational sustainability of organizations on the basis of income and product (service) cost. Methodology of calculating the index of business sustainability with the help of data given in Form P-5 (m) of statistic reporting was provided. On the basis of business sustainability index its flexibility can be analyzed as the correlation of business sustainability index of the current and previous periods. It is shown that in case this correlation exceeds 1, sustainability of enterprise development rises, if it is 1, then sustainability of enterprise development maintains and if it is lower than 1, sustainability of enterprise development drops and managerial solutions are required to raise sustainability of enterprise development. At the same time factors affecting business sustainability were identified, including the remuneration fund, which should be retained and increased in case of other cost optimization.

Abstract
Today scientific literature pays special attention to assessment of specific features of sportspeople personality. To study different characteristics of sportsperson’ personality a lot of research was done by various sociological and psychological methods. The findings of this research can be helpful for coaches and specialists working with sportspeople. However, these findings cannot provide clear-cut limits for the category “sportsperson’s personality”. The article investigates socio-cultural and personal characteristics of sportspeople on the background of different fields of life. Such spheres as emotional and volitional were discussed. The author using the example of tennis, as an individual sport and football, as the most popular group sport describes progress of sportspeople in their career, shows specific interaction of successful and unsuccessful sportspeople. Apart from that, the difference of personal characteristics in different groups of sportspeople was shown in case of democratic and liberal style of guidance. Differences and similarities of certain criteria with sportspeople of individual and group sports were demonstrated, as well as with successful and unsuccessful sportspeople during their sport career.

Abstract
The authors of the article showed the necessity in today’s conditions to include esthetic (sensual) component in communications with customers. The current standing of the subject in academic literature is depicted, practical use of scientists’ theoretical achievements is shown and concrete examples from world practice are investigated. To use effectively customer emotions and perception in marketing management in general and in shaping goods and services offer it is needed together with marketing research, which is usually done in order to find out the attitude of potential customers to basic customer characteristics being offered to test product or service on expected emotional perception. As a result of the subject analysis the authors pointed out to objective preconditions for further and deeper research in this direction. Topicality of this problem researching follows from the necessity to strengthen the emotional element in marketing. Adding the emotional component to customer value can provide a serious advantage for promoting new goods and services and renewing the image of existing ones and brands as a whole.

Abstract
Digitalization processes that have been energetically developing lately form a basis of considerable transformation of customer economic behavior. Digital technologies keep on perfecting by moving up to new platforms. The authors give examples of new formats of outlets, ways of payment, delivery and product marking. Changes in marketing strategies in current conditions are shown and transition to digital marketing is grounded. Advanced marketing tools, such as SEO, SMM, SMO, SEM and crowd-technology are studied. Their future development is based on research by scientists and practical workers in the field of machine training, artificial neuron networks and cognitive technologies. The article provides examples of using chat-bots, electronic assistants, mobile applications, which help customers search for goods and services. Their principle advantages are studied, which aim at rising sales and their impact on economic decision-making is analyzed. The rising role of artificial intellect and neuron networks in developing digital products is underlined. The use of artificial intellect technologies allows retail to increase sales at the expense of effective digital tools, which can improve customer loyalty to the brand. In the end the authors came to the conclusion about trends of customer economic behavior in the ear of digitalization.

Abstract
The sphere of trade is on the threshold of serious changes, which take place because of growth and fluctuation in demand, globalization of commodity markets, impact of digital technologies and penetration of innovation into business-processes. E-trade is developing continuously and the number of its tools is growing extremely fast, which provides opportunities for new business-lines and projects. The development of competitive environment adjusted to new fast-growing and changing conditions of digital transformation is required. Responding to this challenge depends on introduction of advanced technical and software means, innovation, which could support business-processes at all stages of product movement. The article deals with theoretical and methodological aspects of financing trade business innovation. Types of innovation and their interconnection with business-processes are studied. The author’s matrix of finance methods was designed depending on the type of innovation and finance sources. As an alternative the authors put forward crowd-funding as a fast, cheap and low-risk method of finance support. Optimal, stable, aggressive models of innovation financing in trade were proposed, as well as the structure of ways of raising funds. The choice of finance model is based on criteria of risk factor and reserve of finance stability, which could help maneuver sources of funds depending on changing conditions of trade business entity.

Abstract
The article studies trends in the development of retail internet-trade in Russia based on official statistic data. The research showed that the share of internet-trade in the total retail trade turnover is very low, the target indicators of the Strategy of Trade Development in the Russian Federation up to 2025 were not attained. Only one third of the population use the Internet to buy goods and the average cost of sale per one customer in the network makes up 10 500 rubles a year. Different factors exerted various influence on the dynamics of yearly cost of internetsales per one customer: the growth in the total volume of market (trade turnover) of internet-trade had a positive impact, while a share of the population using the Internet for purchases had an adverse affect. The impact of the corona-virus pandemic, which caused a mass temporary shift to internet buying was not studied in the work. Findings of the analysis gave a chance to ground the conditions of the further development of internet-trade. Among promising conditions the article underlined a growing cover of different regions by the Internet, as this factor is an infrastructural one for building internet-trade. Another promising line in further development of internet-trade is selling goods by mobile applications, as mobile access to the Internet is prevailing for people of the country.
